In this study, the effects of Customs Union on Turkey’s net exports are tested with the help of the empirical model by using econometric techniques for the period 1992:12007:3. Besides, in order to investigate the existence of this effect, the static and dynamic effects of Customs Union on Turkish economy have been put in place. To be able to do it, Turkey’s foreign trade figures are evaluated. In addition, the other works in the literature related to the effects of Customs Union on Turkish economy are examined. The data used in this study were obtained from the websites of the Turkish Statistical Institute, State Planning Organization of the Prime Ministry of the Republic of Turkey and Central Bank of the Republic of Turkey. First, stationary of the variables has been investigated by using Augmented Dickey-Fuller and Phillips-Perron unit root tests. The results point to the presence of unit roots in series. However, when the first differences of the variables are considered, their first difference is found to be stationary. The next step involves applying Least Squares Method for the empirical model with dummy variable. Dummy variable is used for the year 1996 that is the initiating year of the Customs Union. Thus, the results of least squares imply that Customs Union affects Turkey’s net exports. Foreign trade figures between Turkey and the EU are assessed with the estimation results of least squares indicating that after the Customs Union agreement initiated, the trade volume has increased and net exports have decreased

Bu çalışmada, 1992:1-2007:3 döneminde, “Gümrük Birliği’nin Türkiye’nin net ihracatı üzerindeki etkisi”, kurulan ampirik bir model ile ekonometrik yöntemler kullanılarak test edilmektedir. Bu etkinin varlığının ampirik olarak araştırılmasının yanı sıra, GB’nin Türkiye ekonomisi üzerinde meydana getirdiği statik ve dinamik etkileri ortaya koyabilmek adına Türkiye’ye ait dış ticaret rakamları değerlendirilmekte ve ayrıca literatürde yer alan Gümrük Birliği’nin Türkiye ekonomisi üzerine etkileri konusunda yapılmış diğer çalışmalara da yer verilmektedir. Bu çalışmada kullanılan veriler, Türkiye İstatistik Kurumu TÜİK , Devlet Planlama Teşkilatı DPT ve T.C. Merkez Bankası TCMB Elektronik Veri Dağıtım Sistemi EVDS internet sitesinden temin edilmiştir İlk olarak, çalışmada kullanılan değişkenlerin birim köke sahip olup olmadıkları Genişletilmiş Dickey-Fuller ADF ve Phillips-Perron birim kök testleriyle sınanmış ve değişkenlerin seviyelerinde durağan olmamakla birlikte birinci farklarında durağan hale geldikleri görülmüştür. Daha sonra, durağan serilerle kurulan ampirik modele, Gümrük Birliği’nin başlangıç yılı olan 1996 yılına bir kukla değişken konularak En Küçük Kareler EKK yöntemi uygulanmış ve yapılan tahmin sonucunda, “GB’nin Türkiye’nin net ihracatını etkilediği” sonucuna ulaşılmıştır. Türkiye ile AB arasındaki dış ticaret rakamları, EKK tahmininde elde edilen bu sonuçla birlikte değerlendirildiğinde, Gümrük Birliği sonrasında ticaret hacminde bir artış olmasının yanı sıra net ihracatta da bir düşüş gözlendiği görülmüştür
