MILITARY IDADIS ESTABLISHED AND UNESTABLISHED DURING THE RESTRUCTURING OF MILITARY EDUCATION IN THE OTTOMAN EMPIRE

Abstract: Military idadis (military preparatory high schools) were institutions established within the Ottoman military education system to prepare students for higher education institutions such as Mekteb-i Harbiye and Mekteb-i Tıbbiye. This study examines the establishment process of the military idadis in general, focusing on the decisions taken during this process and the institutional activities carried out. The primary aim of the study is to present, in an accurate and comprehensive manner, the establishment process of the military idadis—often misrepresented or incompletely addressed in the existing literature—through the use of primary sources such as archival documents, official records of the period, and contemporary periodicals. Another objective is to examine the military idadis whose establishment was proposed within the framework of the Ottoman Empire’s educational reforms but which were never founded for various reasons, as well as to analyze the grounds for their non-establishment. By addressing this overlooked issue in the literature, the study seeks to contribute new insights to the historiography of Ottoman military education. The research covers the period between 1844, when the first decisions regarding the establishment of military idadis were taken, and 1918. The findings indicate that a total of twelve military idadis were established in the Ottoman Empire during this period. However, the planned schools in Çorum-Ankara, İzmir, Harput, San‘a and Taiz, and İşkodra were not realized due to various reasons. It is understood that the principal reason for the failure to establish these institutions was the economic conditions of the period and the financial insufficiency of the state treasury. In this respect, the study offers a new perspective on the institutionalization of military education within the broader context of Ottoman modernization.

Öz: Askerî idadiler, Osmanlı askerî eğitiminde Mekteb-i Harbiye ve Mekteb-i Tıbbiye gibi yükseköğretim kurumlarına öğrenci hazırlamak amacıyla kurulan mekteplerdir. Bu çalışmada genel olarak askerî idadilerin kuruluş süreci, bu süreçte alınan kararlar ve yürütülen kuruluş faaliyetleri ele alınmaktadır. Çalışmanın temel amacı, mevcut literatürde yanlış veya eksik biçimde aktarılan askerî idadilerin kuruluş sürecini, arşiv belgeleri, dönemin resmî kayıtları ve süreli yayınları gibi birincil kaynaklar aracılığıyla doğru ve bütüncül biçimde ortaya koymaktır. Bir diğer amacı ise Osmanlı Devleti’nde askerî idadilerin kuruluş süreci çerçevesinde açılması yönünde girişimlerde bulunulan, ancak çeşitli sebeplerle kurulamayan askerî idadiler ile bunların kurulamama gerekçelerini incelemektir. Literatürde gözden kaçtığı anlaşılan bu hususun ele alınmasıyla, Osmanlı askerî eğitim tarihine ilişkin mevcut bilgi birikimine yeni bir katkı sunulması hedeflenmiştir. Araştırma, askerî idadilerin kuruluşuna ilişkin ilk kararların alındığı 1844 yılı ile 1918 yılları arasını kapsamaktadır. Elde edilen bulgulara göre bu süreçte Osmanlı Devleti’nde toplam on iki askerî idadi kurulmuştur. Bununla birlikte, Çorum-Ankara, İzmir, Harput, San’a ve Taiz, İşkodra gibi yerlerde planlanan mekteplerin kuruluşu çeşitli nedenlerle gerçekleşmemiştir. Kurulamayan idadilerin en temel gerekçesinin, dönemin ekonomik koşulları ve hazinenin mali yetersizliği olduğu anlaşılmaktadır. Bu çerçevede çalışma, Osmanlı modernleşme sürecinde askerî eğitimin kurumsallaşmasına dair yeni bir perspektif sunmaktadır.
