THE PHRASE OF “SIMILAR WORK” AND “WORK E XPERIENCE CERTIFICATES” IN THE PUBLIC PROCUREMENT LAW

Amount and size of public purchasing has been gradually increasing in developing
and growing Turkish economy day by day. When we investigate statistical data, it
can be observed that 200,000 (two hundred thousand) tender contract and TL
100,000,000,000 (hundred billion) public fund utilization have been reached.
Regarding tender processes applied in public purchasing, it is required that resource
efficiency must be ensured during acquisition of needed services which accommodate
best public needs in terms of quality and efficiency in a transparent and competitive
way. Hence, public welfare requires application of these principals in the tender
processes unconditionally. In the purchasing of the required goods and services needed
in the execution of public services and in their building works, selection process is
carried on within a competitive market environment. In these selection processes
referred with the tender concept, experience, competency and professionalism regarding
the tender subject are significantly important; thus it is only possible to prevent
waste of labor, time and resource in the provision of public services
