The Green Movement and the Irish Green Party

Öz

Political systems are expected to be responsive to citizens' demands, aspirations, and expectations. Political systems and citizens interact. In this process, citizens participate in politics for different purposes and in various ways. If the inputs from citizens are not evaluated and responded to within the system, new political actors are likely to emerge. In this context, environmental sensitivities and concerns have been ignored in the Western world and the political mechanism. For a long time, mainstream parties ignored the demands related to this issue. This situation paved the way for the development of political parties based on the environment. This study examines the formation and development process of Green parties. Answering why and how such a party and party family was needed is key to evaluating the Greens. Identifying the factors that motivate citizens to participate in environmental movements makes it possible to assess the support for Green parties. Green ideology, style of politics, and the organizational structure of Green parties are other issues addressed. In addition, this case study examines the transformation of the Irish Green Party from its inception to its joining the coalition government in 2007. In the context of the Irish Greens, the transformation of an activist-based green movement into a coalition partner, its organizational reflections, and internal conflicts are evaluated. This study utilized a document analysis method. During the preparation of the study, mainly secondary sources - foreign literature - were benefitted, scientific articles and books were scanned and analyzed.

Öz

Siyasal sistemlerin vatandaşların taleplerine, isteklerine ve beklentilerine duyarlı olması beklenir. Siyasal sistemler ile vatandaşlar etkileşim halindedir. Bu süreçte vatandaşlar farklı gayelerle ve çeşitli şekillerde siyasal katılım gösterir. Vatandaşlardan gelen girdiler eğer sistem içerisinde değerlendirilmez ve yanıt bulmaz ise yeni siyasal aktörlerin ortaya çıkması muhtemeldir. Bu bağlamda çevreye ilişkin hassasiyetler ve kaygılar Batı dünyasında ve siyaset mekanizmasında göz ardı edilmiştir. Uzunca bir süre ana akım partiler bu konuyu ilişkin talepleri görmezden gelmiştir. Bu durum çevreyi temel alan siyasal partilerin gelişimine zemin hazırlamıştır. Bu çalışmada Yeşil partilerin oluşum ve gelişim süreci ele alınmıştır. Neden ve nasıl böyle bir parti ve parti ailesine ihtiyaç duyulduğu sorusunun yanıtlaması Yeşilleri değerlendirme noktasında kilit öneme sahiptir. Vatandaşları çevreci hareketlere katılıma sevk eden etmenlerin ortaya konulması Yeşil partilere olan desteğin değerlendirilmesini mümkün kılar. Yeşil ideoloji, siyaset tarzı ve yeşil partilerin örgütsel yapısı ele alınan diğer hususlardır. Ayrıca, örnek olay odaklı bu çalışmada İrlanda Yeşiller Partisi’nin kuruluşundan 2007 yılında koalisyon hükümetine katılması arasında geçirdiği dönüşüm incelenmiştir. İrlanda Yeşilleri bağlamında aktivist temelli yeşil bir hareketin koalisyon ortağına dönüşmesi, bu durumun örgütsel yansımaları ve iç çatışmalar değerlendirilmiştir. Bu çalışma doküman incelemesi yöntemi kullanılmıştır. Çalışma hazırlanırken ağırlıklı olarak ikincil kaynaklara –yabancı literatüre - başvurulmuş olup bilimsel makaleler ve kitaplar taranıp analizler yapılmıştır.
