Empirical Analysis of The Impact of Social Expenditures on Marriage and Divorce Decisions in Türkiye

Öz

It is well-known that significant changes have occurred globally in societal structures and approaches to the institution of family. Particularly in the last two decades, notable changes have been observed, such as a decline in marriage rates, an increase in divorce rates, and a decrease in birth rates, with significant implications. During the same period, social expenditures, which are a crucial type of expenditure in terms of public financial balance, have also increased substantially. As this trend of change is also relevant for Türkiye, the year 2025 has been declared the “Year of the Family” to draw attention to the issue. Within this context, this study aims to empirically demonstrate the impact of social expenditures on marriage and divorce in Türkiye. Using annual data from the period 2001–2024, analyses were conducted with estimations based on the Autoregressive Distributed Lag (ADL) cointegration method extended with the Fourier function. It was found that there is a long-term cointegration relationship between social expenditures, marriage, and divorce in Türkiye. The results indicate that social expenditures have a positive and significant effect on marriage, while they have a negative and significant effect on divorce.

Türkiye’de Sosyal Harcamaların Evlilik ve Boşanma Kararı Üzerindeki Etkisinin Ampirik Olarak İncelenmesi

Öz

Tüm dünyada toplumsal yapıda ve aile kurumuna yaklaşımda önemli değişimler yaşandığı bilinmektedir. Özellikle son yirmi yılda evlilik sayılarında düşme, boşanma sayılarında artış ve doğum oranlarında azalış gibi verilerde önemli sonuçları olan değişimler yaşanmaktadır. Kamu mali dengesi açısından oldukça önemli olan bir harcama türü olan sosyal harcamalar ise aynı dönemde ciddi ölçüde artış göstermiştir. Söz konusu değişim trendi Türkiye için de geçerli olduğundan, konuya dikkat çekilmesi bakımından 2025 yılı “Aile Yılı” olarak ilan edilmiştir. Bu çerçevede çalışmada, ülkemizde sosyal harcamaların evlilik ve boşanma üzerindeki etkisinin ampirik kanıtlarla gösterilmesi amaçlanmıştır. 2001-2024 dönemi yıllık verileriyle yapılan analizlerde Fourier fonksiyonuyla genişletilmiş Otoregresif Gecikmesi Dağıtılmış (ADL) eşbütünleşme yöntemiyle tahminler yapılmış; Türkiye’de sosyal harcamalarla evlilik ve boşanma arasında uzun dönemli eşbütünleşme ilişkisi bulunduğu tespit edilmiştir. Sosyal harcamaların evlilik üzerinde olumlu ve anlamlı bir etkiye, yine sosyal harcamaların boşanma üzerinde negatif ve anlamlı bir etkiye sahip olduğu sonucuna ulaşılmıştır.
