An Integrative Analysis of Strategic Location Planning for Post-Disaster Resource Allocation

Öz

Post-disaster logistics planning requires consideration of spatial heterogeneity, demographic demand, infrastructure capacity, and resource constraints. This study develops an integrated decision-support framework for prioritizing logistics center locations in Eyüpsultan, a district of Istanbul, Türkiye. The dataset comprises 130 post-disaster assembly-area records obtained from the Eyüpsultan Municipality Open Data Portal. First, the CLARA algorithm grouped the assembly areas according to their spatial, demographic, and infrastructure characteristics, producing five cluster-based alternatives. Eight criteria were evaluated: population, total assembly area, area per capita, electricity, water, sewerage, accessibility, and safety. The MEREC method was then employed to derive objective criterion weights from the decision matrix, thereby reducing dependence on subjective expert judgment. These weights were integrated into the EDAS method to rank the clusters according to their suitability for post-disaster logistics operations. The results identified Cluster 3 as the most suitable alternative, with an appraisal score of 0.93, because of its high population coverage, extensive assembly-area capacity, and strong infrastructure profile. The main contribution of the study is the integration of spatial clustering, objective weighting, and distance-based ranking within a data-driven framework. The proposed approach supports urban disaster planners in prioritizing logistics locations and can be readily adapted to other districts through updated data.
