Bangladeş'in Cox's Bazar kentindeki çok sayıda Rohingya mülteci, kalıcı bir çözüm olmaksızın yıllarca mahsur kalmıştır. Bu makale, günümüz mültecilerinin karşılaştığı çok zorlu sorunları ve kamplardaki durumun her geçen gün kötüleşmesini göstermek için Bangladeş'in Cox's Bazar kamplarındaki Rohingya mültecilerin deneyimlerini ortaya koymaktadır. Myanmar'daki anavatanlarına geri dönme umudu hala başarısızlıkla sonuçlanmaktadır. Bu makale, Rohingyaların Bangladeş'teki mülteci yaşamında karşılaştıkları engellerin neler olduğu sorusunu ele almak için nitel yöntem kullanmaktadır. Bu makale, kilit bilgi kaynaklarının yanıtlarından yola çıkarak Myanmar ve Bangladeş hükümetleri, Rakhine topluluğu (silahlı grupları Arakan Ordusu dahil) ve Bangladeş ev sahibi topluluğu gibi kilit aktörlerin Rohingyaların geri gönderilmesine yönelik rolünü, bakış açısını ve eylemlerini incelemektedir. Ayrıca makale, Rohingyaların geri gönderilmesine yönelik çıkmazı bütünleşik bir teorik çerçeve aracılığıyla analiz etmeyi amaçlamaktadır: Uzun Süreli Mülteci Durumları (PRS), Üçlü Bağlantı Modeli ve Güvenlikleştirme Teorisi.

A Crisis in Deadlock: Analysing Possible Obstacles toward Rohingya Refugee Repatriation

Öz

A big number of Rohingya refugee in Cox’s Bazar, Bangladesh are trapped for many years without a durable solution. This paper demonstrates the experience of Rohingya refugees in Bangladesh’s Cox’s Bazer camps to illustrate the problems facing contemporary refugees that is very difficult, and the situation is deteriorating day by day in the camps. A hope of repatriation to their home at the original land in Myanmar remains unsuccessful. This paper uses qualitative method to address the question what are the obstacles that remains the Rohingya in refugee life in Bangladesh. From the responses of key informants, this article examines the role, perspective and action of key players – Myanmar and Bangladesh governments, Rakhine community (including their armed group Arakan Army), Bangladeshi host community – toward the Rohingya repatriation. Moreover, the article demonstrates to analyse the deadlock toward Rohingya repatriation through an integrated theoretical framework: Protracted Refugee Situations (PRS), the Triadic Nexus model and Securitization Theory.
