Afrika’da Dijital Emek Sömürüsünün Yapay Zeka Tedarik Zinciri Perspektifinden Analizi

Öz

Bu çalışma, Afrika’daki dijital emeği küresel dijital platformlar ve yapay zekâ tedarik zincirleri bağlamında ele alarak, dijitalleşmenin emek ilişkilerini nasıl yeniden yapılandırdığını eleştirel bir perspektifle incelemektedir. Literatürde dijital emek çoğunlukla istihdam olanakları ve gelir etkileri üzerinden değerlendirilirken, bu makale Afrika’daki dijital emeğin yapay zeka tedarik zincirleri içindeki yapısal konumuna ve güç asimetrilerine odaklanmaktadır. Çalışma, özellikle veri etiketleme, içerik denetimi ve yapay zekâ sistemlerinin geliştirilmesi süreçlerinde Afrikalı işçilerin görünmez fakat merkezi bir rol üstlendiğini ortaya koymaktadır. Bununla birlikte bu emek biçimleri düşük ücret, güvencesizlik, kayıt dışılık ve algoritmik denetim gibi unsurlarla karakterize edilmektedir. Yapay zekâ tedarik zincirinin madencilikten veri işçiliğine uzanan çok boyutlu yapısı, sömürünün güncel bir formu ile eşitsizlikleri yeniden ve daha derin bir şekilde üretmektedir. Çalışmada ayrıca, dijital emeğin kalkınma söylemleriyle meşrulaştırılmasına karşın, emek hakları ve insana yakışır iş standartları açısından ciddi sorunlar barındırdığı ortaya konulmaktadır. Nihai olarak çalışmada, dijital emeğin yalnızca teknik bir yenilik değil, küresel kapitalizm içinde şekillenen normatif bir emek rejimi olduğu vurgulanmaktadır.

Analysis of Digital Labour Exploitation in Africa from the Perspective of AI Supply Chains

Öz

This study examines digital labour in Africa within the context of global digital platforms and AI supply chains, critically analysing how digitalisation reshapes labour relations. While the literature mostly evaluates digital labour through employment opportunities and income effects, this article focuses on the structural position and power asymmetries of digital labour within AI supply chains in Africa. The study reveals that African workers play an invisible but central role, particularly in data labelling, content moderation, and the development of AI systems. However, these forms of labour are characterised by low wages, insecurity, informality, and algorithmic control. The multifaceted structure of the AI supply chain, ranging from mining to data labour, reproduces inequalities in a contemporary and deeper way. The study also demonstrates that despite the legitimisation of digital labour through development discourses, it harbours serious problems in terms of labour rights and decent work standards. Ultimately, the study emphasises that digital labour is not merely a technical innovation, but a normative labour regime shaped within global capitalism.
