Energy as an Instrument of Quiet Diplomacy in the Eastern Mediterranean: The Case of Egypt-Israel Cooperation

Öz

This study highlights how states utilize informal technocratic cooperation to navigate political risks and circumvent domestic opposition. Unlike the integrated global oil market, the natural gas sector relies on bilateral agreements, logistical infrastructure, and political alignment, making it well-suited to quiet diplomacy. Through an analysis of the Eastern Mediterranean Gas Forum (EMGF) and the evolving Egypt-Israel energy dynamic, the paper demonstrates how pragmatic and commercial framing allows states to maintain positive interdependence despite regional volatility, historical conflicts, and the Palestinian issue. Ultimately, the study fills a gap in the regional literature by conceptualizing energy as a catalyst for informal diplomatic alignment that operates beyond formal state structures.
