Küresel iklim değişikliği nedeniyle orman yangınlarının sıklığı ve verdikleri zararlar giderek artmaktadır. Orman yangınlarının yol açacağı zararın en aza indirilmesinde ilk müdahalenin hızlı yapılması büyük bir önem taşımaktadır. İlk müdahalenin süresi diğer faktörleri ile birlikte büyük ölçüde ilk müdahale ekiplerinin yerlerine bağlıdır. Bu nedenle ilk müdahale ekiplerinin yerlerinin doğru belirlenmesi önemlidir. Bu çalışmanın amacı hedef ilk müdahale süresi içinde tüm orman bölgelerine ulaşılmasını sağlayacak en az sayıdaki ilk müdahale ekip sayısını bulmak ve bu ekiplerin yerlerini belirlemektir. Bu kapsamda, ilk müdahale ekiplerinin yerlerinin belirlenmesi için iki küme kapsama modeli önerilmiştir. Her iki modelin de birinci amacı tüm alanlara hedef ilk müdahale süresi içinde ulaşabilmek için gerekli ekip sayısının minimize edilmesidir. Birinci model bu amacın yanı sıra mevcut ekip yerlerinin olabildiğince değiştirilmemesini amaçlar. İkinci modelin diğer amacı ise hedef ilk müdahale süresi içinde birden fazla ekip tarafından ulaşılabilir alan sayısını maksimize etmektir. Önerilen iki model İzmir Orman Bölge Müdürlüğü Aliağa Orman İşletme Müdürlüğüne bağlı ilk müdahale ekiplerinin yerlerinin değerlendirilmesi ve bu ekipler için yeni bir yerleşim planı önerilmesi için kullanılmıştır. Buna ek olarak hedef ilk müdahale süresinin gerekli minimum ekip sayısı üzerindeki etkisi analiz edilmiştir. Elde edilen sonuçlar 2023 yılı için hedeflenen ilk müdahale süresi göz önüne alındığında İzmir-Aliağa Orman İşletme Müdürlüğü’nün iki yeni ilk müdahale ekibine ihtiyacı olduğunu ortaya çıkarmıştır.

Due to global climate change, the frequency of forest wildfires and their damage are increasing. In order to minimize the damage caused by wildfires, the speed of initial attack is critical. The speed of initial attack teams is highly dependent on their location in addition to the other factors. For this reason, it is critical to determine the locations of the initial attack teams correctly. The aim of this study was to determine the minimum number of initial attack teams that enables access to all forest areas within the target initial attack response time and the locations of the teams. In this regard, two set covering models are proposed to determine the location of initial attack teams. The primary objective of both models was to minimize the number of teams required to reach all areas within the target first response time. In addition to this objective, the first model aims not to change the locations of existing teams as much as possible. The second objective of the second model was to maximize the number of areas accessible by multiple teams within the target first response time. The two proposed models were used to evaluate the locations of the initial attack teams of İzmir Aliağa Directorate of Forest Subdistrict and to propose a new settlement plan for the teams. In addition, the effect of the target first response time on the required minimum number of teams was analyzed. The obtained results reveal that İzmir-Aliağa Directorate of Forest Subdistrict needs two new initial attack teams, considering the first response time targeted for 2023.
