Vocational Rehabilitation: Practices in Our Country and Employment of the Disabled

Abstract

According to the World Health Organization (WHO), more than one billion people (15% of the world's population) are considered disabled, and it is expected to increase further over time. Disability and poverty are intertwined concepts. Today, it is known that having a profession has a positive effect on health and well-being. Moreover, it is within the scope of fundamental rights and freedoms for people to have a job or profession. For this reason, it is of indisputable importance that people with disabilities have a job and a profession. The disadvantages they face in many areas of life continue even after they step into the business world. It is clear that the scope of vocational rehabilitation should not be limited to providing employment only, but should also cover the issue of maintaining the job. There is no consensus on the definition of vocational rehabilitation at the individual, institutional and social level. Vocational rehabilitation is not only limited to the placement of the person with physical and mental disability in a safe and suitable job, but also the whole process of gaining and maintaining the economic independence of people with disabilities. Two groups can be defined within the scope of vocational rehabilitation services. The first is those who need this service due to a condition (injury or illness) that arose later when they had a current job, and the second is those who have never had a secure job due to their current disability. The second dimension of service is left out of the scope in many countries or is considered more within the scope of habilitation. In Turkey, while there are regulations for the employment of disabled individuals who do not have any job, there is no legal regulation for the vocational rehabilitation and return to work processes (sustainable employment) of the employees. Practices for the employment of people with disabilities are within the scope of vocational rehabilitation. The main ones of these applications are; The quota method is sheltered employment (protected workplace), supported employment. Practices for the employment of the disabled within the scope of official vocational rehabilitation in Turkey are summarized in our article.
