Public Expenditures and Economic Growth Nexus: Empirical Evidence from the History of the Republic of Türkiye

Öz

Since Wagner, the relationship between public expenditures and economic growth has been the subject of many studies using different models in the literature. However, no study tests the validity of Wagner's law through time separation within the framework of the Gupta version. This study differs from the literature because it implements the augmented ARDL bounds test and considers the history of the Republic as a whole and sub-periods. The findings are as follows: (i.) Public expenditure and economic growth are cointegrated in all periods; variables move together linearly. (ii.) Wagner's law is valid for Türkiye since the income elasticity of demand for public services is greater than 1 for all periods. In addition, these results reveal that time has no effect on the increase in public expenditures and that this increase is absolute and continuous. According to the Toda-Yamamoto Granger causality test: (iii.) For the largest (1924-2021) and most recent (1985-2021) period in the history of the Republic, there is bidirectional causality between public expenditures and economic growth. (iv.) While causality from growth to public expenditures in the first period of Republic history (1924-1954) presents findings supporting Wagner's law, the opposite direction of causality in the second period (1955-1984) indicates that policy practitioners adopted Keynesian policies.

Kamu Harcamaları ve Ekonomik Büyüme İlişkisi: Türkiye Cumhuriyeti Tarihinden Ampirik Kanıtlar

Öz

Wagner’den bu yana kamu harcamaları ile ekonomik büyüme arasındaki ilişki literatürde farklı modeller kullanılarak birçok araştırmanın konusu olmuştur. Ancak Wagner kanununun geçerliliğini Gupta versiyonu çerçevesinde zaman ayrıştırması yoluyla test eden herhangi bir çalışmaya rastlanılmamıştır. Bu boşluğu doldurmak amacıyla tasarlanan bu çalışma, genişletilmiş ARDL sınır testi gibi yeni bir yöntemi tercih etmesi ve Cumhuriyet tarihini bir bütün olarak ve alt dönemler itibarıyla ele almasıyla literatürden ayrışmaktadır. Yapılan analizlerden elde edilen bulgular şu şekildedir: (i.) Kişi başına düşen kamu harcamasıyla ekonomik büyüme değişkeni eşbütünleşiktir. Bu sonuç, Cumhuriyet tarihi boyunca ve alt dönemler itibarıyla değişkenlerin doğrusal olarak birlikte hareket ettiği şeklinde yorumlanabilir. (ii.) İncelenen tüm dönemler için kamu hizmetlerine olan talebin gelir esnekliği katsayısının 1’den büyük olması Wagner kanununun Türkiye için geçerli olduğunu ortaya koymaktadır. Ayrıca bu sonuç kamu harcamalarındaki artış üzerinde zamanın herhangi bir etkisinin olmadığını, artışın mutlak ve sürekli olduğunu göstermektedir. Toda-Yamamoto Granger nedensellik testi bulgularına göre; (iii.) Cumhuriyet tarihinin en geniş (1924-2021) ve en güncel (1985-2021) dönemi için kamu harcamaları ile ekonomik büyüme arasında çift yönlü nedensellik bulunmuştur. Bu sonuç ilgili dönemlerde değişkenler arasında geri-besleme ilişkisinin olduğuna işaret etmektedir. (iv.) Cumhuriyet tarihinin ilk döneminde (1924-1954) nedenselliğin yönünün büyümeden kamu harcamalarına doğru olması Wagner kanununu destekler nitelikli bulgular sunarken, ikinci döneminde (1955-1984) nedenselliğin tam tersi yönde olması ilgili dönemde Keynesyen politikaların benimsendiğini göstermektedir.
