Türk Eğitim Tarihinde Bir Pedagog: Ismayıl Hakkı Baltacıoğlu’nun Siyasi Hayattaki Eğitim Vizyonu

Ord. Prof. Ismayıl Hakkı Baltacıoğlu, one of the versatile figures in the history of Turkish education, made significant contributions to the Turkish modernization process through his multidisciplinary works in pedagogy, sociology, philosophy, and art. Throughout his academic career, Baltacıoğlu lectured at prestigious institutions such as Darülfünun, İnas Darülfünun’u (Women's University), and Darülmuallimat (Teacher Training College for Women), and held high-level administrative positions including the Dean of the Faculty of Letters and the Rector of Darülfünun. However, he was dismissed from his academic post as part of the cadre liquidated during the 1933 University Reform. Following this period, Baltacıoğlu sustained his intellectual struggle through the journal Yeni Adam (The New Man), which began publication in 1934, where he authored articles aimed at social transformation across a broad spectrum ranging from education to art and politics to sociology. Entering political life in 1942, he served in the Grand National Assembly of Turkey (GNAT) during the 7th and 8th terms as the deputy for Afyonkarahisar and Kırşehir, respectively. This study aims to analyze the educational issues and pedagogical approaches voiced by Baltacıoğlu from the parliamentary rostrum, specifically through his identity as a parliamentarian. In this context, issues at all levels of education—such as the duties of teachers and primary schools, the sociological impact of school uniforms, university-related problems, the requirements of the era versus intergenerational conflict, the issue of textbook readings in universities, physical education, universal scientists, and the appointment of rectors—as well as his proposed solutions to these problems, are examined. Utilizing literature review and document analysis—both qualitative research methods—this study primarily employs the GNAT Journal of Minutes as its fundamental source. The data obtained have been synthesized and supported by research, examinations, original works, and national press reports

Türk eğitim tarihinin çok yönlü şahsiyetlerinden biri olan Ord. Prof. Ismayıl Hakkı Baltacıoğlu, pedagoji, sosyoloji, felsefe ve sanat gibi disiplinler arası alanlarda telif ettiği eserlerle Türk modernleşme sürecine önemli katkılar sunmuştur. Akademik kariyeri boyunca Darülfünun, İnas Darülfünunu ve Darülmuallimat gibi kurumlarda dersler veren Baltacıoğlu, Darülfünun Edebiyat Fakültesi Dekanlığı ve Darülfünun Rektörlüğü gibi üst düzey idari görevlerde bulunmuştur. Ancak 1933 Üniversite Reformu neticesinde tasfiye edilen akademik kadro içerisinde yer alarak üniversite dışı kalmıştır. Bu süreçten sonra fikri mücadelesini 1934 yılında yayın hayatına başlayan Yeni Adam dergisi aracılığıyla sürdüren Baltacıoğlu, eğitimden sanata, siyasetten sosyolojiye kadar geniş bir yelpazede toplumsal dönüşümü hedefleyen yazılar kaleme almıştır. 1942 yılında siyasal hayata atılarak VII. ve VIII. Dönemlerde sırasıyla Afyonkarahisar ve Kırşehir milletvekili olarak Türkiye Büyük Millet Meclisi’nde (TBMM) görev almıştır. Bu çalışmada, Baltacıoğlu’nun özellikle parlamenter kimliğiyle meclis kürsüsünden dile getirdiği eğitim sorunları ve pedagojik yaklaşımlarının analiz edilmesi amaçlanmıştır. Böylece öğretmen ve ilkokulların görevi, okullarda önlük giymenin sosyolojik etkisi, üniversite sorunları, çağın gereklilikleri- kuşak çatışması, üniversitede kitap okutma sorunu, beden terbiyesi, evrensel bilim insanları, rektör ataması vb. gibi eğitimin her kademesinde yaşanan sorunlar ve bu sorunlara getirdiği çözüm önerileri ele alınmıştır. Nitel araştırma yöntemlerinden literatür taraması ve doküman analizinin kullanıldığı bu çalışmada, TBMM Tutanak Dergileri temel kaynak olarak kullanılmış, elde edilen veriler, araştırma, inceleme, telif eserler ve ulusal basın haberleri ile desteklenerek sentezlenmiştir.
