Öz

This study examines how the state, capital, and labor, which are the main fields of the study of international political economy, have transformed in the aftermath of the COVID-19 pandemic. The main goal of this study is to consider the holistic and relational transformation of these three fields from a historical materialist perspective. The first section depicts the global economic order into which COVID-19 was born. The second section critically engages with the mainstream political economy approaches from a historical materialist perspective. The third section examines the shifting role of the state in this process. Additionally, it reveals how the state’s forms of intervention in the market have changed. The fourth section of this study examines the changing functions of capital and the state after the COVID-19 pandemic. The fifth section examines the restoration of labor as a social class and labor as a working regime. In the conclusion, the study analyzes the new forms of the state, capital, and labor in the aftermath of the COVID-19 pandemic.

BÜYÜK BUNALIMDAN BÜYÜK RESETE: COVID-19 SONRASI DEVLETİN, EMEĞİN VE SERMAYENİN RESTORASYONU

Öz

Bu çalışma uluslararası siyasal iktisadın temel çalışma alanlarından olan devlet, sermaye ve emeğin COVID-19 küresel salgını sonrasında nasıl bir şekil aldığını incelemektedir. Bu çalışmanın temel amacı bu üç alanın bütüncül ve ilişkisel dönüşümünü tarihsel materyalist bir açıdan ele almaktır. Bu çalışmanın birinci bölümü, COVID-19’un içine doğduğu küresel ekonomik düzeni resmetmektedir. İkinci bölüm, uluslararası siyasal iktisadın eleştirisini sunmaktadır. Üçüncü bölüm, devletin bu süreçte aldığı formu incelerken, devletin piyasaya müdahil olma biçimlerinin arkasındaki sınıfsal dinamikleri ortaya çıkarmaktadır. Çalışmanın dördüncü bölümü COVID-19 salgının küresel bir hâl alması neticesinde sermayenin hem kendi içinde hem devlet ile kurduğu ilişki biçiminde meydana gelen değişiklikleri irdelemektedir. Beşinci bölüm ise bir sınıf ve bir çalışma biçimi olarak emeğin COVID-19 salgınından sonra ortaya çıkan yeni süreçte nasıl bir restorasyona uğradığını incelemektedir. Bu çalışma sonuç bölümünde ise devlet, sermaye ve emeğin COVID-19 sonrası dönemde nasıl şekilleneceğini tarihsel materyalist bir çerçeveden ele almakta ve analizler sunmaktadır.
