Russia’s Consideration Of Afghanistan

This study examines the Russian Federation’s policies toward Afghanistan within the framework of security concerns, geopolitical interests, and regional power balances. Due to its historical background, geostrategic location, and persistent instability, Afghanistan occupies a central position in Russia’s strategies aimed at safeguarding Central Asian security, combating transnational threats, and preserving its regional influence. Rather than limiting the analysis to bilateral relations, the study situates Russia’s Afghanistan policy within a broader international context, considering its interactions and rivalries with major actors such as the United States, China, as well as regional powers including Pakistan, Iran, and the Central Asian states. In the post-Soviet period, Russia’s foreign policy has increasingly been shaped by the principles of multipolarity and Eurasianism, both of which play a decisive role in shaping Moscow’s approach to Afghanistan. From this perspective, Afghanistan is perceived simultaneously as a source of potential security threats—such as terrorism, extremism, irregular migration, and drug trafficking—and as a strategic arena for promoting regional stability and limiting Western influence. Methodologically, the study employs qualitative analysis based on official policy documents, strategic reports, and relevant academic literature to trace the evolution of Russia’s Afghanistan policy. The findings suggest that Russia’s engagement with Afghanistan cannot be reduced to short-term security considerations alone. Instead, it reflects a broader strategic vision aimed at consolidating Russia’s position in the emerging multipolar international order. In this sense, Afghanistan represents both a challenge and an opportunity for Russia’s regional and global ambitions.
