Uluslararası Sistemde Değişen Dinamikler: ABD-Çin Rekabeti Bağlamında ABD Ulusal Strateji Belgelerinin İçerik ve Söylem Analizi

Öz

Bu çalışma, Soğuk Savaş'ın sona ermesi ile başlayan uluslararası sistemdeki güç dengesi değişimlerini neorealist bir perspektiften incelemektedir. Özel olarak, Amerika Birleşik Devletleri'nin (ABD) Çin'in hızlı yükselişi karşısındaki stratejik retoriğinin evrimi üzerine odaklanmaktadır. Bu bağlamda, çalışma ABD Ulusal Güvenlik Strateji Belgesi (NSS), Ulusal Savunma Strateji Belgesi (NDS), ve Ulusal Askeri Strateji Belgesi (NMS) olmak üzere üç temel ulusal güvenlik belgesini içerik ve söylem analizi yöntemleriyle ele almaktadır. Bulgular, ABD'nin hegemonik gücünün Çin'in yükselişi karşısında görece azalmasıyla, ABD güvenlik belgelerindeki anlatıda anlamlı bir değişiklik olduğunu göstermektedir. Çalışma, Çin'in hem Soğuk Savaş sonrası küresel düzen hem de ABD hegemonyası için giderek daha fazla varoluşsal bir tehdit olarak konumlandırıldığını ortaya koymaktadır. Bu çerçevede, makale uluslararası siyasetin dönüşen dinamiklerini anlamada ve ABD-Çin ilişkilerinin geleceğine dair öngörüler sağlamada önemli bir katkı sunmaktadır.
