Terör Örgütlerinin Kitle İmha Silahlarına Erişim ve Kullanma Riski Üzerine Bir Değerlendirme

Öz

11 Eylül Saldırıları sonrası terörizm olgusu dünya kamuoyunun gündeminde önemli bir yer tutmuştur. Terör örgütlerinin amaçlarını gerçekleştirmek için neleri göze alabileceği ise bir diğer tartışma konusu olarak karşımıza çıkmıştır. Kitle imha silahları ile 20. yüzyılda tanışan dünya, bu silahların yarattığı yıkımı acı bir şekilde tecrübe etmiştir. Konvansiyonel silahlardan çok daha güçlü olan kitle imha silahlarının özellikle terör örgütleri gibi devlet dışı aktörlerin eline geçmesi ve kullanılması büyük bir sorundur. Bu çalışmada terör örgütlerinin kitle imha silahları kullanma motivasyonları incelenerek bu silahları kullanan, kullanmaya teşebbüs eden veya bu silahları üretmek için muhtelif girişimleri olan Aum Shinrikyo, DEAŞ, El-Kaide ve Tamil İlam Kurtuluş Kaplanları adlı dört terör örgütünün kitle imha silahları ile arasındaki ilişki ortaya konularak bu örnekler üzerinden Türkiye bakımından kitle imha silahları terörizmine ilişkin risk ortaya konulmaya çalışılacaktır.

An Assessment on the Risk of Terrorist Organizations’ Access to and Use of Weapons of Mass Destruction

Öz

After the 9/11 attacks, the phenomenon of terrorism has taken an important place on the agenda of the world public opinion. What terrorist organizations are willing to risk in order to achieve their goals has emerged as another topic of discussion. The world, which was introduced to weapons of mass destruction in the 20th century, has painfully experienced the destruction caused by these weapons. The acquisition and use of weapons of mass destruction, which are much more powerful than conventional weapons, by non-state actors such as terrorist organizations is a major problem. In this study, by examining the motivations of terrorist organizations to use weapons of mass destruction, the relationship between weapons of mass destruction and four terrorist organizations, namely Aum Shinrikyo, DAESH, Al-Qaeda and Liberation Tigers of Tamil Ilam, which use, attempt to use or have various attempts to produce these weapons, will be revealed and the risk of WMD terrorism for Türkiye will be tried to be revealed through these examples.
