The International Development Association on the Axis of the Development Problem and Neoliberal Transformation

Öz

New Public Management (NPM) has brought about economic, political and administrative changes. Global institutions such as the World Bank and the International Monetary Fund (IMF) have ensured the implementation of public management policies through NPM. The providers of governance, the last paradigm of this transformation, are global actors, primarily the World Bank. The aim of the International Development Association (IDA), the arm of the World Bank Group that provides loans to low-income countries, is to provide solutions to the development problems of countries through grants and loans. The main purpose of the study is to examine whether IDA provides solutions to the development problem while neoliberal policies are implemented. In this context, the first part of the study introduces IDA, and the second part examines IDA borrowing and replenishments. The last part examines Pakistan, Bangladesh and Tanzania, the most indebted countries of IDA, and the neoliberal reforms in these countries.

Öz

Yeni Kamu Yönetimi (YKY), devlet ve piyasa ilişkilerinin yeniden düzenlenmesini öngörürken ekonomik, siyasal ve yönetsel değişiklikleri de beraberinde getirmiştir. Dünya Bankası ve Uluslararası Para Fonu (IMF) gibi küresel kuruluşlar YKY politikaları ile kamu işletmeciliğinin dünya genelinde uygulanmasını sağlamıştır. Bu dönüşümün son paradigması olan yönetişimin sunucuları da yine Dünya Bankası başta olmak üzere küresel aktörlerdir. Dünya Bankası Grubunun düşük gelirli ülkelere kredi veren kolu olan Uluslararası Kalkınma Birliği’nin (IDA) amacı hibe ve düşük faizli krediler ile ülkelerin kalkınma sorununa çözüm üretmektir. Çalışmanın temel amacı ülkelerde neoliberal politikalar uygulanırken IDA’nın kalkınma sorununa çözüm üretip üretmediğinin incelenmesidir. Bu çerçevede çalışma ilk bölümde IDA’yı tanıtmakta, ikinci bölümde IDA borçlanmasını ücretler ve IDA yenilenmeleri ile incelemektedir. Çalışmanın son bölümü IDA’nın en borçlu ülkeleri olan Pakistan, Bangladeş ve Tanzanya ekonomilerini, bu ülkelerin Dünya Bankası Grubu ve IMF ile kredi anlaşmalarını ve bu krediler karşılığında ülkelerde yapılan neoliberal reformları incelemektedir.
