Crisis Management and Collaborative Governance Approach in Public Sector: A Model Proposal

Öz

Public administration operates to meet the needs of citizens. The services provided by public administration are indispensable for citizens. Different crisis situations may arise from time to time in public administration and prevent the public administration from producing the services expected from it. Traditional methods for public administration to overcome crises are currently inadequate. As a management approach based on the realization of management activities with different stakeholders, collaborative governance is one of the approaches considered to produce successful results in terms of crisis management. This is because collaborative governance approach suggests that different stakeholders should make a shared assessment of the situation and develop unique solution proposals to resolve the crises experienced by public administration. In the light of this information, the information obtained as a result of the literature review is interpreted and crisis management in the public sector is reconsidered in line with the collaborative governance approach. In this respect, the opportunities offered by the collaborative governance approach for successful crisis management in public sector have been presented. The study also proposes a model for the implementation of collaborative governance approach in crisis management.

Kamuda Kriz Yönetimi ve İşbirlikçi Yönetişim Anlayışı: Bir Model Önerisi

Öz

Kamu yönetimi, vatandaşların ihtiyaçlarının giderilmesi amacıyla faaliyet göstermektedir. Kamu yönetiminin sunmuş olduğu hizmetler vatandaşlar açısından vazgeçilemez niteliktedir. Kamu yönetiminde zaman zaman farklı kriz durumları ortaya çıkabilmekte ve kamu yönetiminin kendisinden beklenen hizmetleri üretmesini engelleyebilmektedir. Kamu yönetiminin yaşadığı krizleri atlatmasına yönelik geleneksel yöntemler günümüzde yetersiz kalmaktadır. İşbirlikçi yönetişim, farklı paydaşlarla yönetim faaliyetinin gerçekleştirilmesi temelinde yükselen bir yönetim anlayışı olarak, kriz yönetimi açısından başarılı sonuçlar doğuracağı düşünülen anlayışlardan biridir. Zira işbirlikçi yönetişim anlayışı, kamu yönetiminin yaşadığı krizlerin giderilmesine yönelik farklı paydaşların birlikte durum değerlendirmesi yapmalarını ve özgün çözüm önerileri geliştirmelerini önermektedir. Bu çalışmada, literatür taraması sonucu elde edilen bilgiler yorumlanmış ve kamuda kriz yönetimi, işbirlikçi yönetişim anlayışı doğrultusunda yeniden ele alınmıştır. Bu doğrultuda, kamuda başarılı bir kriz yönetimi konusunda işbirlikçi yönetişim anlayışının sunduğu fırsatlar ortaya konmuştur. Ayrıca çalışmada, kriz yönetimi özelinde işbirlikçi yönetişimin uygulanmasına yönelik bir model önerisi geliştirilmiştir.
