UNDERSTANDİNG AGİNG AND OLD AGE: A THEMATİC ANALYSİS OF NATİONAL AND INTERNATİONAL POLİCY DOCUMENTS

Öz

This study aims to understand how Türkiye and the world are preparing for population aging. For this purpose, policy documents and institutional reports were analyzed using thematic analysis method. Policy documents and reports of the UN, WHO and Türkiye under the headings of aging, old age, and older individuals were included in the study. The problem definitions, themes, and concepts in the documents were examined. The themes obtained were analyzed and compared in the context of sustainable development.The common themes identified were healthy aging, elderly care, voluntary care, participation in social life, social isolation, intergenerational solidarity, rural and migrant elderly people, elderly rights, and social protection. UN and WHO also place significant emphasis on the elderly workforce, age discrimination, and the neglect and abuse of the elderly. However, it has been observed that age discrimination, the elderly workforce, and neglect and abuse of the elderly are not sufficiently addressed in Türkiye's policy documents, action plans, and reports. UN and WHO documents state that countries are not paying sufficient attention to the issues of ageism and the neglect and abuse of older persons.However, it is observed that age discrimination, the elderly workforce, and the neglect and abuse of the elderly are not sufficiently addressed in Turkey's policy documents, action plans, and reports. In particular, development plans do not include measures regarding the elderly workforce. The concept of older workers has not been included in development plans in Türkiye. Consequently, the issues of longer life expectancy, longer working lives, and retirement planning have not been given due consideration. One of the most significant differences between UN and WHO documents and reports and Turkish documents is that UN and WHO documents are prepared based on data. Consequently, Turkey needs data-driven strategies and action plans to prepare for its aging population

YAŞLILIĞIN POLİTİK ANLAMI: ULUSAL VE ULUSLARARASI BELGELERİN TEMATİK ÇÖZÜMLEMESİ

Öz

Bu çalışma, Türkiye ve dünyanın nüfus yaşlanmasına nasıl hazırlandığını anlamayı amaçlamaktadır. Bu amaçla, tematik analiz yöntemi kullanılarak politika belgeleri ve kurumsal raporlar analiz edilmiştir. BM, DSÖ ve Türkiye'nin yaşlanma, yaşlılık ve yaşlı bireyler başlıkları altındaki politika belgeleri ve raporları çalışmaya dahil edilmiştir. Belgelerde yer alan problem tanımları, temalar ve kavramlar incelenmiştir. Elde edilen temalar sürdürülebilir kalkınma bağlamında analiz edilmiş ve karşılaştırılmıştır. Tespit edilen ortak temalar sağlıklı yaşlanma, yaşlı bakımı, gönüllü bakım, toplumsal hayata katılım, sosyal izolasyon, kuşaklar arası dayanışma, kırsal ve göçmen yaşlılar, yaşlı hakları ve sosyal korumadır. BM ve DSÖ ayrıca yaşlı işgücüne, yaş ayrımcılığına ve yaşlıların ihmal ve istismarına önemli vurgu yapmaktadır. Ancak yaş ayrımcılığına, yaşlı işgücüne, yaşlıların ihmal ve istismarına Türkiye'nin politika belgelerinde, eylem planlarında ve raporlarında yeterince yer verilmediği görülmüştür. Özellikle kalkınma planlarında yaşlı işgücüne ilişkin tedbirler yer almamaktadır. Türkiye'de yaşlı çalışanlar kavramı kalkınma planlarına dahil edilmemiştir. Sonuç olarak, daha uzun yaşam beklentisi, daha uzun çalışma hayatı ve emeklilik planlaması konularına gereken önem verilmemiştir. BM ve DSÖ belge ve raporları ile Türk belgeleri arasındaki en önemli farklardan biri, BM ve DSÖ belgelerinin veriye dayalı olarak hazırlanmasıdır. Sonuç olarak, Türkiye'nin yaşlanan nüfusuna hazırlık için veri odaklı stratejilere ve eylem planlarına ihtiyacı vardır.
