A COMPARATIVE ANALYSIS OF THE UN AND NATO’S PEACE OPERATIONS DOCTRINES

Öz

Peace operations are indispensable components of the international security system. The UN and NATO, together with military and civilian elements, are the most important drivers of peace operations. The most comprehensive doctrines for peace operations were prepared by the UN and NATO from international/regional organizations. Doctrines are important for demonstrating the experiences of the UN and NATO-led operations and how they will play their role in operations in the future. Moreover, countries are shaping their peace operation doctrines according to the doctrines prepared by the UN and NATO. From this point of view, a comparative analysis of the doctrines of peace operations will be carried out within the scope of the study and the increasing importance of the UN and NATO's approaches to operations will be put forward in the analysis international security system.

BM VE NATO’NUN BARIŞ OPERASYONLARI DOKTRİNLERİNİN KARŞILAŞTIRMALI ANALİZİ

Öz

Barış operasyonları uluslararası güvenlik sisteminin önemli bileşenlerinden biridir. BM ve NATO ise barış operasyonlarının askeri ve sivil unsurlarla birlikte en önemli yürütücüsü konumundadır. Barış operasyonlarına yönelik en kapsamlı doktrinler uluslararası/bölgesel örgütlerden BM ve NATO tarafından hazırlanmıştır. Doktrinler BM ve NATO tarafından yürütülen operasyonlarda edinilen tecrübelerin neler olduğunu ve gelecek dönemde her iki örgütün operasyonlardaki rollerini nasıl oynayacaklarını göstermesi bakımından önemlidir. Dahası ülkeler kendi barış operasyonu doktrinlerini BM ve NATO tarafından hazırlanan doktrinlere göre şekillendirmektedir. Bu noktadan hareketle, çalışma kapsamında barış operasyonları doktrinlerinin karşılaştırmalı bir analizi yapılarak BM’nin ve NATO’nun operasyonlara yönelik yaklaşımları analiz uluslararası güvenlik sistemindeki artan önemleri ortaya konulacaktır.
