TRADE IN ENGINEERING PRODUCTS BETWEEN TÜRKİYE AND RUSSIA: COMPARATIVE ADVANTAGE ANALYSIS

Öz

The bilateral economic relations, cooperation and bilateral institutional environment between Republic of Türkiye (Türkiye) and Russian Federation (Russia) are all developing rapidly. This study presents a brief introduction to current bilateral trade relations based on trade in goods, trade in services and foreign direct investment. The special accent is made on the trade in engineering products. In addition, the study examines the short-term positive impact of the Russia-Ukraine crisis on Türkiye-Russia bilateral trade. The other subject of this study to examine the comparative advantages of Türkiye and Russia in terms of engineering products with the help of Revealed Comparative Advantage (RCA) index, for the period of 2012 to 2021. Findings indicate that Türkiye has comparative advantage (RCA>1) for vehicles other than railway or tramway rolling and ships, boats, however for Turkish export to Russia most important groups are machinery products and vehicles (other than railway...). On the other hand, Russia has a competitive advantage only in railway or tramway locomotives. Another important finding is that Turkish export to Russia dramatically grew during 2022 in engineering products due to Ukraine crisis. However, transit trade has a significant share in this increase.

Öz

Türkiye Cumhuriyeti (Türkiye) ile Rusya Federasyonu (Rusya) arasındaki ikili ekonomik ilişkiler, işbirliği ve ikili kurumsal çevre hızla gelişmektedir. Bu çalışma, mal ticareti, hizmet ticareti ve doğrudan yabancı yatırıma dayalı mevcut ikili ticaret ilişkilerine ilişkin kısa bir giriş sunmaktadır. Özellikle, mühendislik ürünleri ticaretine özel bir araştırma yapılmaktadır. Ayrıca, çalışma Rusya-Ukrayna krizinin Türkiye-Rusya ikili ticaretine kısa vadeli olumlu etkisini incelemektedir. Bu çalışmanın diğer konusu, 2012-2021 dönemi için Türkiye ve Rusya'nın mühendislik ürünleri açısından karşılaştırmalı üstünlüklerini Açıklanmış Karşılaştırmalı Üstünlükler (AKÜ) endeksi yardımıyla incelemektir. Bulgular, Türkiye'nin demiryolu veya tramvay taşıtları, gemi ve tekneler hariç taşıtlar alanında karşılaştırmalı üstünlüğe sahip olduğunu göstermektedir, bununla birlikte Türkiye'nin Rusya'ya yönelik ihracatında en önemli grupların makine ürünleri ve demiryolu veya tramvay hariç taşıtlar olduğunu göstermektedir. Öte yandan, Rusya'nın sadece demiryolu veya tramvay lokomotifleri alanında rekabet avantajı bulunmaktadır. Başka bir önemli bulgu, Ukrayna krizi nedeniyle 2022 yılında Türkiye'nin mühendislik ürünleri ihracatının Rusya'ya dramatik bir şekilde arttığıdır. Diğer yandan, bu artışta transit ticaretin önemli bir payı bulunmaktadır.
