ASEAN’DA KAMBOÇYA: STATÜ, STATÜKO VE BÖLGESEL DÜZEN

Öz

Kamboçya’nın ASEAN’daki rolü, özellikle bölgesel istikrar ve başta Çin ve Amerika Birleşik Devletleri olmak üzere bölge dışı faktörler bağlamında, fırsatların ve zorlukların ilginç bir dinamik tezahürüdür. Ayrıca Kamboçya, bölgesel anlaşmazlıkların ve bölgede ekonomik ve siyasi etkisi giderek artan bir Çin’in ortasında ASEAN’daki statükosunu kaybetmeden dengeli bir dış politika izleme zorluğuyla da karşı karşıyadır. Bu çalışma, Kamboçya’nın ASEAN’a entegrasyonunun ulusal kimliğini ve bölgesel düzeni nasıl şekillendirdiğini ifade ederken, aynı zamanda Kamboçya’nın ASEAN bölgesine olan etkisinin hem ASEAN açısından hem de küresel açıdan sonuçlarını incelemektedir. Kamboçya, ASEAN’ın kolektif güvenlik çerçevesinden yararlanırken, egemenliğini savunmada ve bölgesel karar alma süreçlerine eşit katılım sağlamada önemli aktör olmaya devam etmektedir. Bu çalışma, Kamboçya’nın ASEAN içindeki statüsünü güçlendirirken daha dayanıklı bir bölgesel düzeni teşvik etmek için stratejik duruşunu yeniden tanımlaması gerektiğinin de altını çizmekte ve konuya dair bir analiz sunmaktadır.

Cambodia in ASEAN: Status, Status Quo and Regional Order

Öz

The role of Cambodia in ASEAN is an interesting dynamic-manifestation of opportunities and challenges, especially in the context of regional stability and also extra-regional factors, mainly China and the United States. Meanwhile, Cambodia also faces the challenge of pursuing a balanced foreign policy without losing its status quo in ASEAN amidst regional discord and a China that is increasingly dominant in economic and political influence within the region. This paper articulates the development of Cambodia’s national identity and the regional order with its integration into ASEAN and considers the consequences of Cambodia’s influence in the ASEAN region through the perspective of ASEAN and globally. Cambodia has remained a significant player in protection of her sovereignty for co-equal partnership in the regional decision-making processes while benefiting from ASEAN’s collective security framework. This paper discusses how such a need arises for Cambodia’s need to redefine its strategic posture to foster a more resilient regional order while strengthening its standing within ASEAN.
