FERGANA VADİSİ’NDE İÇ TOPRAKLAR (ANKLAV) SORUNU ORTA ASYA ÜLKELERİ ARASINDAKİ İŞ BİRLİĞİNİ NE YÖNDE ETKİLER? VORUH ÖRNEĞİ

Öz

Bu çalışmada, Fergana Vadisi’nde günümüzde iç topraklar sorunlarından biri olan Voruh bölgesi incelenecektir. Tarihsel bir perspektifle ele alınan ilk bölümünde Sovyetler Birliği’nin ilk yıllarında Orta Asya’daki Sosyalist Cumhuriyetlerine dair sınır ve toprak düzenlemelerinin nasıl yapıldığı ortaya konulacaktır. Bilahare, iç topraklar kavramının hukuki veçheleri gözden geçirilecektir. Ayrıca, Voruh iç topraklarındaki çatışmaların nedenleri ve bölgesel yansımaları üzerinde durulacaktır. Nihayet, Voruh örneğinden yola çıkarak, Orta Asya cumhuriyetleri arasında iç topraklar meselesinin önümüzdeki dönemde iş birliğini ne yönde etkileyebileceğine dair değerlendirme sunulacaktır.
