Demokrat Parti’nin Siyasi Telkin Gücü: Propaganda Teşkilâtı

Türkiye’de çok partili hayatın başlamasıyla birlikte siyasal hayatta da yapısal bir rekabet ortamı doğmuştur. Cumhuriyet Halk Partisi (CHP) ile Demokrat Parti (DP) arasında hız kazanan bu siyasi rekabet, kitleleri mobilize etme ihtiyacını artırarak yeni söylem ve propaganda stratejilerinin gelişimine zemin hazırlamıştır. Bu dönemde siyasi partiler, seçmen tercihlerini yönlendirebilmek adına geniş katılımlı açık hava mitingleri, afiş, broşür, kitapçık gibi görsel ve basılı materyaller ile seçmenle birebir teması sağlayan kitle iletişim yöntemlerine başvurmuştur. Söz konusu propaganda faaliyetlerini kurumsal bir çerçeveye oturtmayı hedefleyen DP, doğrudan Genel İdare Kurulu’na bağlı olarak faaliyet gösteren Propaganda Teşkilâtı’nı kurmuştur. Bu teşkilat, DP merkez yönetimi tarafından dönemin tüm propaganda araç ve metotlarını sevk ve idare etmenin yanı sıra, muhalefete yönelik karşı propaganda ve istihbarat (espiyonaj) faaliyetlerini yürütmekle de yetkilendirilmiştir. DP idaresi tarafından Teşkilât’ın yapısını, görev ve sorumluluklarının anlatıldığı bir tanıtım kitapçığı Türkiye’deki teşkilât şubelerine gönderilmek üzere hazırlanmıştır. Bu çalışma, 1952 yılında DP tarafından yayımlanan ve Propaganda Teşkilâtı kurumsal tanıtım kitapçığını temel alarak hazırlanmıştır. Çalışmanın amacı, Propaganda Teşkilatı’nın idari yapısı, çalışma esasları, kullandığı yöntemler, ülke genelindeki şubeleri, faaliyetleri ve görevli personelin niteliği arşiv belgeleri ve dönemin birincil kaynakları ışığında analitik bir yaklaşımla incelemektir. Çalışmada, Propaganda Teşkilâtı, DP’nin iktidarını tahkim etme sürecinde propaganda faaliyetlerini sistemleştirme ve kurumsallaştırma politikasının somut bir yansıması olarak değerlendirilmiştir.

The Democratic Party's Political Influence: Its Propaganda Organization

ABSTRACT
With the advent of a multiparty system in Turkey, a structural environment of competition emerged in political life. This political competition, which gained momentum between the Republican People’s Party (CHP) and the Democratic Party (DP), heightened the need to mobilize the masses and paved the way for the development of new rhetorical and propaganda strategies. During this period, political parties resorted to mass communication methods—such as large-scale open-air rallies and visual and printed materials like posters, brochures, and pamphlets—to influence voter preferences and establish direct contact with the electorate. Aiming to establish these propaganda activities within an institutional framework, the DP established the Propaganda Organization, which operated directly under the General Administrative Council. This organization was authorized not only to direct and manage all propaganda tools and methods of the era on behalf of the DP central administration but also to conduct counter-propaganda and intelligence (espionage) activities against the opposition. The DP administration prepared an informational booklet outlining the organization’s structure, duties, and responsibilities to be distributed to its branches throughout Turkey. This study was prepared based on the institutional brochure of the Propaganda Organization published by the DP in 1952. The aim of the study is to examine the administrative structure, operating principles, methods used, branches across the country, activities, and qualifications of the staff of the Propaganda Organization through an analytical approach, in light of archival documents and primary sources from the period. In this study, the Propaganda Organization is evaluated as a concrete reflection of the DP’s policy to systematize and institutionalize its propaganda activities during the process of consolidating its power.
