TÜRKİYE'DE BEŞERİ KALKINMA: KARŞILAŞTIRMALI BİR DEĞERLENDİRME

Öz

Günümüzde kalkınma sürecinin en önemli hedeflerinden biri olarak kabul edilen beşeri kalkınma, bilgi üretimi ve beşeri sermaye ile birlikte akademik ilgi odağı haline gelmiştir. Beşeri kalkınma; insanların sağlıklı, uzun ve kaliteli bir hayat sürmelerini sağlayabilmek amacıyla onlara sunulan imkanların genişletilmesi süreci olarak tanımlanabilir. UNDP tarafından sağlık, eğitim ve gelir kriterleri dikkate alınarak hesaplanan Beşeri Kalkınma İndeksi, ülkelerin beşeri kalkınma performanslarını değerlendirmede kullanılan en temel ölçüt konumundadır. Bu çalışmanın temel amacı, Türkiye’nin beşeri kalkınma performansını değerlendirmektir. Öncelikle, beşeri kalkınma yaklaşımı temel dinamikleriyle birlikte ele alınmaktadır. Daha sonra, Türkiye’nin beşeri kalkınma performansı ve politikaları AB üyesi ülkelerle karşılaştırmalı olarak irdelenmektedir.
