The Cyprus Crisis of 1964 and Johnson's letter

The article examines the decision of the Turkish government to invade the island in order to prevent crimes committed by Greek Cypriots against local Turks in Cyprus in 1963-1964 and rescue compatriots and the attitude of the US government to this decision. At the same time, an ultimatum, a threatening letter from the American government, known as the Johnson letter, addressed to the Turkish government, which has long been the cause of tension in Turkish-American relations, and its consequences were studied. The study analyzed official correspondence between government representatives of the United States, Turkey and Greece at that time, as well as negotiations conducted by official authorities. As a result of the conducted research, it was possible to analyze the importance of the island of Cyprus for the West, along with Turkey and Greece, in particular, for the United States and the United Kingdom, as well as the efforts of the parties to solve the problem. The United States and Great Britain tried in every possible way to prevent the Cyprus problem from going beyond the borders of NATO and, in particular, interference in the USSR. The US view of the Cyprus problem was connected with the global confrontation between capitalism and communism within the framework of the global strategy that they adhered to after World War II. Solving the problem through negotiations between the two NATO allies, whether in favor of Turkey or Greece, was the main priority of the West.

Məqalədə 1963-1964-cü illərdə Kiprdə yerli türklərə qarşı kiprli yunanlar tərəfindən törədilmiş cinayətlərin qarşısını almaq və öz soydaşlarını xilas etmək üçün Türkiyə hökumətinin adaya müdaxilə etmək haqqında verdiyi qərar və bu qərara ABŞ hökumətinin münasibəti tədqiq edilmişdir. Eyni zamanda Türkiyə-ABŞ münasibətlərində uzun müddət gərginlik səbəbi olmuş, Conson məktubu kimi tanınmış Türkiyə hökumətinə qarşı ABŞ hökumətinin ünvanladığı ultimativ, təhdid səciyyəli məktub və onun nəticələri araşdırılmışdır. Tədqiqat zamanı o dövrdə ABŞ, Türkiyə və Yunanıstanın hökumət nümayəndələri arasında rəsmi yazışmalar, rəsmi səlahiyyətli şəxslər tərəfindən aparılmış danışıqlar təhlil edilmişdir. Aparılan tədqiqatın nəticəsində Kipr adasının Türkiyə və Yunanıstanla yanaşı qərb üçün, xüsusilə də ABŞ və Birləşmiş Krallıq üçün əhəmiyyətini, problemin həlli istiqamətində tərəflərin səylərini təhlil etmək mümkün olmuşdur. ABŞ və Birləşmiş Krallıq Kipr probleminin NATO sərhədlərindən kənara çıxmamasına, xüsusilə də SSRİ-nin məsələyə müdaxilə etməsinin hər vəchlə qarşısını almağa çalışırdı. ABŞ-ın Kipr probleminə baxışı II Dünya müharibəsindən sonra izlədiyi qlobal strategiya çərçivəsində kapitalizm ilə kommunizm arasındakı qlobal qarşıdurma ilə bağlı idi. Problemin Türkiyə və ya Yunanıstanın xeyrinə həll edilməsindən asılı olmayaraq, iki NATO müttəfiqi arasında danışıqlar yolu ilə həll edilməsi qərbin əsas prioriteti idi.
