Reconfiguring the South Caucasus: The 44-Day War and the Strategic Consolidation of Azerbaijan–Turkey Relations

Öz

Abstract This article examines how the Second Karabakh War (44-day war) of 2020 reshaped the geopolitical landscape of the South Caucasus and accelerated the strategic consolidation of relations between Azerbaijan and Türkiye. It provides a comprehensive analysis of Türkiye’s multidimensional support—military, political, and diplomatic—which proved decisive in Azerbaijan’s restoration of territorial integrity and in the subsequent recalibration of regional power dynamics. The study further explores how the war catalyzed the emergence of new security alignments and regional cooperation frameworks, culminating in the signing of the Shusha Declaration (2021), which formalized the bilateral alliance. Beyond the military and political dimensions, the article also investigates the economic, infrastructural, and cultural aspects of post-war rapprochement, highlighting their contribution to a long-term strategic partnership that is redefining the South Caucasus security architecture within an evolving multipolar order.
