Zero-Waste Cities: Adapting the Circular Economy for Local Governments

Zero-waste cities aim to minimize waste generation and maximize the reuse of resources by adopting the principles of the circular economy. This article examines the strategic role of local governments in achieving zero-waste goals. Local authorities can implement the circular economy at the local level through policy development, community engagement, infrastructure investment, and multi-stakeholder cooperation. In Türkiye, zero-waste policies can be strengthened through educational campaigns, smart waste management systems, and partnerships with the private sector despite structural challenges such as inadequate infrastructure, financial constraints, and low recycling rates. International examples such as San Francisco and Kamikatsu demonstrate the transformative capacity of local governments in this field. The study offers practical policy recommendations that may contribute to the development of zero-waste cities in Türkiye. The findings indicate that, under the leadership of local governments, the circular economy is essential for sustainable urban governance. In addition, the article emphasizes that zero-waste policies have not only environmental and economic dimensions but also a social one. It further discusses how the discipline of social work can contribute to integrating the circular economy with social sustainability at the local level through advocacy, inclusiveness, and community-based approaches. Sıfır Atık Şehirleri: Döngüsel Ekonominin Yerel Yönetimlere Uyarlanması

Öz

Sıfır atık şehirleri, döngüsel ekonomi ilkelerini benimseyerek atık üretimini en aza indirmeyi ve kaynakların yeniden kullanımını en üst düzeye çıkarmayı amaçlamaktadır. Bu makale, yerel yönetimlerin sıfır atık hedeflerine ulaşmadaki stratejik rolünü incelemektedir. Yerel yönetimler; politika geliştirme, topluluk katılımını artırma, altyapı yatırımları gerçekleştirme ve çok paydaşlı iş birlikleri kurma yoluyla döngüsel ekonomiyi yerel düzeyde uygulayabilmektedir. Türkiye’deki sıfır atık politikaları, yetersiz altyapı, finansman sorunları ve düşük geri dönüşüm oranları gibi yapısal zorluklara rağmen eğitim kampanyaları, akıllı atık yönetim sistemleri ve özel sektör ortaklıklarıyla güçlendirilebilir. San Francisco ve Kamikatsu gibi uluslararası örnekler, yerel yönetimlerin bu alandaki dönüştürücü kapasitesini göstermektedir. Çalışma, Türkiye’de sıfır atık şehirlerinin gelişimine katkı sağlayacak uygulanabilir politika önerileri sunmaktadır. Bulgular, yerel yönetimlerin liderliğinde döngüsel ekonominin sürdürülebilir kentsel yönetim açısından vazgeçilmez olduğunu ortaya koymaktadır. Ayrıca çalışma, sıfır atık politikalarının yalnızca çevresel ve ekonomik değil, aynı zamanda sosyal bir boyuta da sahip olduğunu vurgulamakta; sosyal hizmet disiplininin savunuculuk, kapsayıcılık ve topluluk temelli yaklaşımlar aracılığıyla döngüsel ekonominin yerel düzeyde sosyal sürdürülebilirlikle bütünleştirilmesine sağlayabileceği katkıları tartışmaktadır.
