Artistic Production or Propaganda? Perception Management through AI-Generated Images

Art is a field of production that arises from the human need for self-expression and aims at conveying thoughts and emotions in an aesthetic form. In this context, at the core of art lies the effort to explore creative ways of self-expression. The emergence of original ideas, products, and works becomes possible through the process of creative thinking. The reflection of science and technology in artistic production constitutes an important dimension of the relationship that art establishes with technology as a form of expression. With the inclusion of artificial intelligence–supported visual production technologies in the process of the digitalization of art, art has moved beyond being merely a means of aesthetic production; through a powerful and widespread medium of expression, it has transformed into a tool of communication and disinformation on the social and political level. This article examines the function of visuals generated by artificial intelligence within the context of political disinformation. Through examples such as fake rally images produced during election periods, campaign videos, misleading content targeting political opponents, and the reconstruction of historical events, the boundary between art and propaganda is discussed in the context of perception management. The study also addresses the ethical and legal dimensions of artificial intelligence and emphasizes the necessity of assuming responsibility and developing social awareness within the framework of media literacy.
