AZERBAIJAN–ISRAEL RELATIONS IN THE INTERNATIONAL SYSTEM (1991–2009)

Öz

Following the dissolution of the Soviet Union, Azerbaijan emerged as an independent actor in the international system, facing regional instability, economic transformation, and security challenges. One of its most significant and unconventional partnerships was with the State of Israel. This article explores the development of Azerbaijan–Israel relations from 1991 to 2009, contextualizing this cooperation within global political currents and regional power dynamics. Drawing on the works of Dr. Samira Mammadova and other scholars, it examines how security imperatives, energy cooperation, and diplomatic pragmatism shaped bilateral ties. Despite religious and cultural differences, both states fostered a relationship that served their mutual interests: Israel gained a strategic partner in the Muslim world, while Azerbaijan secured important military, technological, and diplomatic support. The article employs qualitative methods to analyze primary and secondary sources, emphasizing how bilateral relations functioned discreetly yet effectively within broader international politics. It concludes that the Azerbaijan–Israel relationship during this period was not only pragmatic but also illustrative of small states’ agency in shaping foreign policy alignments.
