The Role of the Manager in the Management System of Modern Libraries

Öz

In contemporary library management, the role of the manager transcends purely technical and administrative functions and encompasses social-psychological, legal, economic, and pedagogical responsibilities. This study examines the core functions of the library manager, the principal types of managerial work (heuristic, administrative, and operational), the structural division of labor, leadership dynamics, and the principles of self-management. It argues that effective library management requires continuous professional and personal development, the establishment of structured and transparent communication with staff, and the systematic integration of innovative managerial strategies. Particular emphasis is placed on self-management as a critical determinant of effective time allocation, strategic goal-setting, and sustainable professional growth. The study further explores the conceptual distinction and interrelationship between management and leadership, as well as the leadership styles and social influence mechanisms necessary for effective institutional governance in contemporary library systems. Modern Kütüphanelerin Yönetim Sisteminde Yöneticinin Rolü

Öz

Çağdaş kütüphane yönetimi, yöneticinin rolünü salt teknik ve bürokratik işlevlerin ötesine taşıyarak sosyal-psikolojik, hukuki, ekonomik ve pedagojik sorumlulukları kapsayan çok boyutlu bir çerçevede yeniden tanımlamaktadır. Bu çalışma, modern kütüphanelerin yönetim sistemi içinde yöneticinin temel işlevlerini incelemekte; yönetsel faaliyetleri sezgisel/yaratıcı (heuristic), idari ve operasyonel düzeylerde ele almakta; ayrıca işbölümünün yapısal örgütlenişini, liderlik dinamiklerini ve öz-yönetim ilkelerini analiz etmektedir. Çalışma, etkili kütüphane yönetiminin ancak sürekli mesleki ve kişisel gelişim, kurumsal iletişimin yapılandırılmış ve şeffaf biçimde yürütülmesi ve yenilikçi yönetim yaklaşımlarının sistematik biçimde uygulanmasıyla mümkün olduğunu ileri sürmektedir. Öz-yönetim, zamanın etkin kullanımı, stratejik hedeflerin belirlenmesi ve sürdürülebilir mesleki gelişimin sağlanması açısından belirleyici bir unsur olarak değerlendirilmektedir. Ayrıca araştırma, yönetim ile liderlik arasındaki kavramsal ayrımı ve bu iki alanın karşılıklı etkileşimini irdelemekte; çağdaş kütüphane kurumlarında etkili yönetişimin, uygun liderlik stilleri ve sosyal etki mekanizmalarıyla desteklenen bir yönetsel yapı gerektirdiğini ortaya koymaktadır.
