The Transformation of Azerbaijan’s Energy Diplomacy (2003–2020): The Role of Alternative Energy and the Green Transition in Foreign Policy

Following the restoration of its independence, Azerbaijan progressively transformed energy policy into one of the principal pillars of its foreign policy. Between 2003 and 2020, under the leadership of President Ilham Aliyev, the country's energy strategy evolved beyond a model primarily based on oil and natural gas exports into a broader diplomatic framework encompassing regional energy security, the diversification of export routes, and the promotion of alternative energy policies. This study examines the main characteristics of Azerbaijan's contemporary energy diplomacy, evaluates its implications for foreign policy, and analyzes the role of alternative energy and the green transition in this transformation. The research employs historical-chronological, comparative, and political-analytical methods and draws upon official documents, statistical data, international reports, and relevant academic literature to examine the evolution of Azerbaijan's energy strategy. The findings indicate that the Baku–Tbilisi–Ceyhan Oil Pipeline, TANAP, TAP, and, in particular, the Southern Gas Corridor have been decisive in strengthening Azerbaijan's position as a strategic energy partner for Europe. At the same time, policies promoting solar, wind, and other renewable energy sources have broadened the scope of the country's energy diplomacy, transforming Azerbaijan from a hydrocarbon-exporting state into a regional actor contributing to the green energy transition. Overall, alternative energy policies have strengthened Azerbaijan's energy security while reinforcing its international position, deepening strategic cooperation with Europe, and expanding its capacity to pursue foreign policy objectives.
