The Transformation of State Sovereignty under Global Governance

This study critically examines the transformation of state sovereignty in the context of global governance and interstate cooperation. Traditionally rooted in the Westphalian principles of territorial authority and non-interference, sovereignty has been increasingly reshaped by globalization and the growing need for collective responses to transnational challenges, including climate change, pandemics, cyber threats, and economic interdependence. Adopting a qualitative, interpretive-conceptual research design, the study analyzes illustrative examples from major international institutions, including the United Nations, the World Trade Organization, the European Union, and NATO, to demonstrate how institutional participation reconfigures the exercise of sovereign authority. It argues that international agreements, multilateral regimes, and transnational norms increasingly influence domestic policymaking, not by diminishing sovereignty but by transforming its practical operation. Cases such as the European Convention on Human Rights, the Paris Agreement, and the COVAX initiative illustrate how states voluntarily undertake international commitments that strengthen both their legitimacy and strategic capacity. The study further demonstrates that small and developing states can enhance their international influence through regional integration and multilateral cooperation. It concludes that contemporary sovereignty is best understood as the capacity to participate in, shape, and benefit from global governance while safeguarding national interests.
