Historical Stages of Energy Cooperation Between the European Union and the South Caucasus States, 1991–2025

Öz

The article examines the evolution of energy relations between the European Union and the South Caucasus states from a historical and international perspective, reconstructing the successive stages of engagement, the institutional and political mechanisms that enabled cooperation to progress from diplomatic dialogue to major pipeline projects and corresponding legal frameworks, and the implications of these processes for regional and European security. The study draws on official EU and governmental documents, bilateral and multilateral agreements, Energy Charter materials, and statistical and analytical sources, applying historical-comparative, problem-oriented chronological, and systemic approaches. The analysis demonstrates that Azerbaijan’s Caspian hydrocarbon resources and Georgia’s strategic transit role constituted the principal drivers of the emerging partnership, consolidating an enduring supplier–transit state–consumer configuration, while Armenia’s engagement remained concentrated on energy efficiency and sectoral modernisation. Geopolitical competition among external actors, particularly after 2014 and 2022, has strengthened energy cooperation as an instrument of EU external policy and deepened EU–South Caucasus interdependence. Particular attention is paid to the EU’s decarbonisation agenda, which increasingly shapes contractual arrangements, investment strategies, and the long-term relevance of Caspian gas to European markets.
