Historical Continuity in Turkic Statehood: From the Huns to the Khazars (4th–10th Centuries)

Öz

This article examines the historical continuity of Turkic statehood from the 4th to the 10th centuries and aims to identify the stable institutional and political cultural elements that ensured the long term stability of Turkic polities in Eurasia. The work traces the main stages in the formation and development of state political structures—from the Hunnic state through the Avar and Bulgar experience to the Khazar Khaganate as the most institutionally developed model of early medieval Turkic statehood. Particular attention is paid to key elements of continuity, including the sacralization of supreme authority, the military political organization of governance, the confederal nature of the state, multi ethnicity, and a pragmatic foreign policy strategy. It is shown that the evolution of Turkic statehood occurred not through an institutional rupture, but through the adaptation of traditional mechanisms to changing geopolitical and economic conditions associated with interactions with Byzantium, the Islamic world, and the transformation of trade communications. It is concluded that early medieval Turkic statehood represented a flexible and dynamic political system that played an important role in shaping the political order of Eurasia and laid the foundations for a stable state political tradition of the Turkic world.
