Abstract

Is the time ripe for a new perspective on the issue of the review and treatment of the 500-year-long of the Ottomans and the Balkans and wider? Can we forge a new strategic approach about this issue? What are the ways that might lead to the review of history? What has been done to change this situation so far? Has Turkey's strategic approach been to the appropriate level to change the situation, i.e. to cast light on the truth, and what can be done to further this issue? Our paper is focused on the terminology which is used in the languages where there have been Turkish influences for the clarification of “Türkçe verintiler” in these languages and in the necessity of their replacement with terminology which is close to the. 1. The key issue which will be treated in this paper is related to the necessity of substituting terms such as “orientalizm (orientalism, orientalisme)” with the term “turkizm (turkism, turquisme). ”. 2. The key issue which will be treated in this paper is related to the necessity of substituting terms such as archaism (archaisme) and barbarism (barbarisme) with the term “historism”. In its entirety, our paper answers the question: 1. Why should the terms “orientalizm (orientalism, orientalisme)” be replaced with the term "historism”? 2. Why should the terms "archaism (archaisme)" and "barbarism (barbarisme)" be replaced with the term “turqizm (turkism, turquisme) ”? We have been working in close cooperation with a group of Albanian turkologists, to put forward our views on this issue and to briefly present our work carried out so far, it is important to point out how deep the Ottoman influence is in the Balkans, what has been done to shed light on this influence, what are the difficulties encountered, and what are some main points which might serve as support for a new strategic vision. What are some further steps to be taken? What should this new vision be so that the current achievement can be further advanced? The most important issue and one which should take our attention is the review of the 500-year-long coexistence of the Balkans and the Ottomans and the change of the terminology the Balkans use for this period. Time has proved that such an issue cannot be addressed neither through diplomatic talks nor good will. It is time for this issue to get a completely scientific solution, as such a scientific solution is both plausible and uncontestable. Taking into consideration all the above-mentioned influences, we believe that such as solution is achievable

Osmanlı Devleti’nin Balkan halklarıyla beşyüz yıllık ortak Tarihinin Değerlendirilmesi ve Yeniden Yazılması Husûsunda Yeni bir Vizyon

Öz

Osmanlı Devleti’nin Balkan halkları ile beş yüz yıllık ortak tarihinin değerlendirilmesi ve yeniden yazılması hususunda yeni bir vizyon için vakit geldi mi? Bu konuyla ilgili yeni bir stratejik vizyon oluşturabilir miyiz? Tarihin yeniden yazılmasına bizi götüren yollar hangilerdir? Bu çalışmamızda, Türkçenin etkisi olduğu Balkan dillerinde kullanılan terminolojideki “Türkçe’den gelen kelimeler” ifadesini ve gerçeğe daha yakın olan bir terminoloji ile değişmesinin gerekliliğini açıklamaya çalışacağız. Bu hususta ele alacağımız konular şunlardır: 1. “Orientalizm (orientalism, orientalisme)” teriminin “Turkizm (turkism, turquisme)” terimi ile değişmesinin gerekliliği. Bu konuyla ilgili iki soru sorarak, meseleyi kendi açımızdan açıklamaya çalışacağız: “Orientalizm” (orientalism, orientalisme) teriminin kullanımı neden yanlıştır? Türkçe’den gelen sözcükler için “orientalizm” terimi hangi amaçla kullanılmaktadır? 2. “Arkaizm (archaism, archaisme)” ve “barbarizm (barbarism, barbarisme)” terimlerinin “historizm (historism)” terimi ile değişmesinin gerekliliği. Neden “arkaizm (archaism, archaisme) ve “barbarizm (barbarism, barbarisme)” terimlerinin “historizm (historism)” terimi ile değişmesi gerekir sorusunu soracağız.Bu durumu düzeltmek için şimdiye kadar neler yapılmıştır? Bunu değiştirmek için yani gerçeği meydana çıkarmak için Türkiye’nin stratejik vizyonu yeterli seviyede olmuş mudur? Bundan sonra ne yapılabilir? Bu hususla ilgili olarak birkaç Arnavut Türkologla başlattığımız çalışmayı ve fikirlerimizi sizinle paylaşmak adına, Osmanlı Devleti etkisinin, Balkan ülkelerinde ne kadar derin olduğunu; ve bunu ortaya koyabilmek için şimdiye kadar neler yapıldığını size kısaca anlatmak ve yeni bir stratejik vizyon için hangi konulara dayanmamız gerektiğini söylememiz gerekmektedir. Şimdiye kadar yapılanların çoğalması ve istenilen seviyeye ulaşılması için yeni vizyon ne olmalıdır? En önemlisi ve asıl dikkatimizi vermemiz gereken husus ise, Osmanlı Devleti’nin Balkan halklarıyla beş yüz yıllık ortak tarihinin yeniden yazılması ve bu dönemde Balkanlarda kullanılan terminolojinin değiştirilmesidir. Böyle bir husus diplomatik temaslar ve iyi niyetli görüşmeler aracılığıyla çözülemeyeceği için, çözüm yolu olarak herkesin daha çok güveneceği bilimsel yollara başvurulmasının zannımızca vakti gelmiştir.
