Class Structure of The State Budget in Turkey: An Analysis Based on Conceptualitation of Social Wage (2006-2014)

This paper tries
to analyze the social structure of the state budget in Turkey. For this
purpose, the budget expenditures and the budget revenues have separated into
their class structures. After then, it is studied to be measured whether the
net social wage or the social profit occurs or not. These measurements indicate
clearly that the net social wage for the working class does not occur in
Turkey. However, it is found that the social profit occurs in terms of the
capital-class. From these findings, it is also necessary to emphasize two
points: Firstly, the welfare state in Turkey seems to have a limited structure
functioning of the working class solidarity among their own. Secondly, as it is
frequently expressed by the mainstream economics literature, the view that
there are the policies of the comprehensive welfare state behind the economic
problems especially for the developed countries seems to lack of support for at
least the case of Turkey, because the working class in Turkey is in a net tax
payer position in view of the budget.
