Class Structure of The State Budget in Turkey: An Analysis Based on Conceptualitation of Social Wage (2006-2014)

Öz

This paper tries to analyze the social structure of the state budget in Turkey. For this purpose, the budget expenditures and the budget revenues have separated into their class structures. After then, it is studied to be measured whether the net social wage or the social profit occurs or not. These measurements indicate clearly that the net social wage for the working class does not occur in Turkey. However, it is found that the social profit occurs in terms of the capital-class. From these findings, it is also necessary to emphasize two points: Firstly, the welfare state in Turkey seems to have a limited structure functioning of the working class solidarity among their own. Secondly, as it is frequently expressed by the mainstream economics literature, the view that there are the policies of the comprehensive welfare state behind the economic problems especially for the developed countries seems to lack of support for at least the case of Turkey, because the working class in Turkey is in a net tax payer position in view of the budget.

Türkiye’de Devlet Bütçesinin Sınıfsal Yapısı: Sosyal Ücret Kavramsallaştırması Temelinde Bir Analiz (2006-2014)

Öz

Bu çalışmada Türkiye’de devlet bütçesinin sınıfsal yapısı analiz edilmeye çalışılmıştır. Bu amaçla bütçe harcamaları ve bütçe gelirleri sınıfsal yapısına ayrıştırılmıştır. Yapılan ayrıştırmanın ardından, net sosyal ücretin ya da sosyal kârın oluşup oluşmadığı ölçülmeye çalışılmıştır. Yapılan ölçümler Türkiye’de işçi sınıfı açısından net sosyal ücretin oluşmadığını göstermektedir. Ancak sermaye sınıfı açısından sosyal kârın oluştuğu bulgusuna ulaşılmıştır. Bu bulgulardan hareketle, iki hususun ayrıca vurgulanması gerekmektedir: Birincisi, Türkiye’de refah devleti, işçi sınıfının kendi arasında dayanışması ile işleyen sınırlı bir yapıya sahip görünmektedir. İkincisi ise, özellikle gelişmiş batı ülkeleri için Ana akım iktisat yazını içinde sıklıkla dile getirildiği gibi ekonomik sorunların arkasında geniş kapsamlı refah devleti uygulamalarının bulunduğu görüşü, en azından Türkiye özelinde, destekten yoksun görünmektedir. Zira Türkiye’de işçi sınıfı bütçe karşısında net vergi ödeyicisi konumundadır.
