Mechanisms
within the state that are the reflections of centralization and modernization
in the Ottoman State, became more distinct with the establishment of the
ministries. The
Turkish Republic has inherited this institutionalized form of organization,
which has a high legitimacy both exterior and interior. When the Republic of
Turkey was established, great importance was given to ensuring economic
independence in order to guarantee political independence. In order to achieve
this goal, the Ministry of Trade which is one of the primary unit of the
central government in the field of industry and trade had served between the years
of 1924-1928 in young Turkish Republic period. In the study, the emergence of
ministries in Turkey was explained by taking advantage of the institutional
theory literature and then the emergence, institutional activities, mission,
institutional logic and organization of the Ministry of Trade, were examined in
a theoretical way.
