Danimarka’nın Kamu Diplomasisi Uygulamaları

Öz

Bu makalenin amacı, Danimarka’nın kamu diplomasisi uygulamalarının bir derlemesini yapmak ve son yıllarda ortaya çıkan ulus markalama ve yeni kamu diplomasisi kavramlarının Danimarka’nın dış politikasında yaşanan gelişmelerle doğrudan ilintili olduğunu ortaya koymaktır. Uluslararası ilişkilerde diplomasinin alt alanlarından birisi olan kamu diplomasinin önemi ve başvurulma sıklığı giderek artmaktadır. Danimarka da özellikle son yıllarda geleneksel diplomasi faaliyetlerinin yanına kamu diplomasisi uygulamalarını eklemiştir. Ülkenin yapısı, tanınırlığı, profili ve tarihi geçmişi bu araçların kullanımında kolaylık sağlamaktadır. Bu doğrultuda maliyeti çok daha düşük olan kamu diplomasisi faaliyetlerinin birçok safhasını Danimarka çok yönlü bir şekilde kullanmaktadır. Bu makale, Danimarka’nın dış politikasında kullanılan kamu diplomasisi araçlarının genel bir değerlendirmesini yapmaktadır. Soğuk Savaş sonrası daha sık görülmeye başlanan kamu diplomasisi faaliyetleri yaşanan birtakım gelişmelerle çeşitli sınamalardan geçmiştir. 2000’li yıllarla beraber etkisi artan yeni kamu diplomasisi faaliyetleri incelendiğinde bu faaliyetlerin ulus markalama çabalarıyla paralellik içerdiği gözlenmektedir.

Danish Public Diplomacy Practices

Öz

The aim of this article is to provide a review of Denmark's public diplomacy practices and to demonstrate that the concepts of nation branding and new public diplomacy that have emerged in recent years are directly related to the developments in Denmark's foreign policy. The importance and frequency of public diplomacy, which is one of the sub-fields of diplomacy in international relations, is increasing. In recent years, Denmark has also added public diplomacy practices to its traditional diplomacy activities. The structure, recognition, profile and historical background of the country facilitate the use of these tools. In this direction, Denmark uses many phases of public diplomacy activities, which have much lower costs, in a versatile way. This article provides an overview of the public diplomacy tools used in Denmark's foreign policy. Public diplomacy activities, which started to be seen more frequently after the Cold War, have passed through various tests with a number of developments. When we examine new public diplomacy activities that have increased in impact since the 2000s, it is observed that these activities are in parallel with nation branding efforts.
