TÜRKIYE’S MARITIME SECURITY POLICIES IN THE BLACK SEA IN THE CONTEXT OF THE RUSSIA–UKRAINE WAR

This study aims to analyze the changing dynamics of maritime security in the Black Sea region from Türkiye’s perspective in the aftermath of the Russia-Ukraine war, focusing on the conflict’s impact on sectors such as energy, trade, tourism, and irregular migration. The study first evaluates the historical evolution and theoretical framework of the concept of maritime security, then examines the strategic significance of the Black Sea, regional power balances, and Türkiye’s historical role in the region. Türkiye’s maritime trade volume, energy transportation routes, tourism flows, and capacity to cope with asymmetric threats are analyzed comparatively through pre-war and post-war data. The findings reveal that Türkiye has maintained its stability in maritime security within the framework of the Montreux regime, preserved its control over energy routes and the straits, and continued to serve as a regional deterrent through NATO-aligned security cooperation. Moreover, it is observed that asymmetric threats such as irregular migration and piracy have had a limited impact in the Black Sea, and no dramatic changes have occurred in overall security dynamics. In this context, the study demonstrates that Türkiye continues to implement a multidimensional security approach in the Black Sea and remains a stabilizing actor capable of maintaining regional balance even during periods of crisis.
