Örgütlerin insan kaynakları yönetimi alanında aldıkları kararların hangi etkenler tarafından şekillendirildiği, bu çalışmanın temel sorusunu oluşturmaktadır. Bu soru, örgüt kuramı literatüründe hakim olan ve uzun zamandır insan kaynakları yönetimi araştırmalarını da etkileyen stratejik seçim kuramı ve kurumsal kuram ekseninde tartışılmaktadır. İradeci yaklaşıma sahip stratejik seçim kuramı doğrultusunda gelişen ve ağırlıklı olarak ABD kaynaklı olan araştırmalar, örgütlerin, kendi stratejik amaçları ile uyumlu insan kaynakları yönetimi uygulamalarını seçtiğini öne sürmektedir. Öte yandan daha çok Avrupa ülkelerinde yürütülen insan kaynakları yönetimi araştırmalarında kurumsal kuram temel alınmakta ve örgütsel davranış üzerindeki kurumsal çevre etkisi önplana çıkarılmaktadır. Bu çalışmanın amacı, özellikle Türkiye’deki örgütlerin insan kaynakları yönetimi uygulamalarına ilişkin kararlarının nasıl oluştuğunu anlamaya çalışmak ve gelecekteki görgül araştırmalara yönelik önermeler geliştirmektir. Bu çerçevede, stratejik seçim ve kurumsal kuramın argümanları üç farklı analiz düzeyinde incelenmektedir.
