Öz

The problem of the
participation of regional and local authorities in decision-making mechanisms
of the European Union is a matter of democracy. The participation of the
regional and local authorities in decision-making mechanism of the European
Union can also be informal as well as through the Committee of the Regions of
the European Union via formal way. The reason why the regional and local
administrations are looking for informal ways, is that their effect on the
decision mechanism has not been seen sufficient because the Regional Committee
decides on the advisory nature. In other words, they have already applied to
informal ways with the aim of to overcome the deficiencies of the formal ways
of participation in the European Union decision mechanisms. This article
explain the scope and activities (lobbying) of the ways of informal
participation of the regions and local administrations. Within the scope of
this, the legal resources and the forms of organization of informal ways of
regional and local governments' participation in the European Union decision
mechanism will be explained.  Later, the aim of
these activities will be examined, in terms of European Union institutions and
regional and local administrations, the effect of lobbying will be tried to be
explained.

Bölgesel ve Yerel Yönetimlerin Avrupa Birliği Karar Mekanizmasına Gayri Resmi Yollardan Katılımı

Öz

Avrupa Birliği karar
mekanizmalarına bölge ve yerel yönetimlerin katılımı sorunu demokrasi açısından
irdelenen bir husustur. Avrupa Birliği karar mekanizmalarına bölge ve yerel
yönetimlerin katılımı resmi yollardan Bölgeler Komitesi vasıtasıyla olabileceği
gibi gayri-resmi yollardan da olmaktadır. Bölge ve yerel yönetimleri
gayri-resmi yolları aramaya iten sebep, Bölgeler Komitesi’nin danışma
niteliğinde sınırlı alanda olan görevleri sebebiyle karar mekanizmasına
etkisinin yeterli görülmemesidir. Yani Avrupa Birliği karar mekanizmalarına
katılımın resmi yollardan eksikliklerini gidermek maksadıyla bu yönetimler gayrı-resmi
yollara müracaat etmişler hala da etmektedirler. Bu çalışma ile de bölge ve
yerel yönetimlerin gayri-resmi katılım yollarının kapsamı ve faaliyetleri (lobicilik)
açıklanmaya çalışılacaktır. Kapsamı içerisinde bölgesel ve yerel yönetimlerin
gayri resmi yollardan Avrupa Birliği karar mekanizmasına katılımının hukuksal
kaynakları ile örgütlenme şekilleri açıklanacaktır. Akabinde bölge ve yerel
yönetimlerin lobicilik faaliyetlerinin amacı irdelenip bu faaliyetlerin etkisi açıklanmaya
çalışılacaktır.
