Can the European Union Solve the Cyprus Question?

The European Union has undertaken the responsiblity of having a role in solution of the Cyprus question because, with its recent actions, it has changed the direction, development and parameters of the problem. However, the EU has not formulated a Cyprus policy with its general principles and content shared by the member states and has not activated its Common Foreign and Security Policy, its soft power elements and its new security identity for the solution of the Cyprus problem. Moreover, the EU has not been helpful in creating the conditions of reconciliation and security building measures, but it has led the sides to power politics at the absence of its constructive initiatives. In this context, the followings can be given as the negative examples of the EU: not insisting on the solution of the Cyprus problem as the condition of the Greek Cypriots’ EU membership, not finding a formula ensuring the participation of Turkish Cypriots in the accession process as equals, not remaining impartial in attitudes toward the sides, being indifferent to power politics of Greek Cypriots and making the Cyprus question an issue of Turkey’s accession process. However, holding a constructive approach in the Cyprus problem is important for the EU in terms of acting in the right direction as a new global power having new characteristics

AB, son dönemdeki davranışlarıyla Kıbrıs sorununun yönünü, gelişimini ve çözümüyle ilgili parametreleri değişikliğe uğrattığı için bir anlamda sorunun çözümünde rol oynama sorumluluğunu üslenmiştir. Ancak AB, şimdiye kadar bütün üye devletler tarafından paylaşılan ilkeleri ve içeriğiyle bir Kıbrıs politikası formüle edememiş ve Ortak Dış ve Güvenlik Politikasını, yumuşak güç unsurlarını ve toplumları dönüştürmeye yönelik yeni güvenlik kimliğini Kıbrıs konusunda aktif hale getirememiştir. Kıbrıs sorununda uzlaşmaya ve güven oluşturucu önlemlerin oluşturulmasına katkı sağlamadığı gibi yapıcı girişimlerinin yokluğu karşısında tarafları güç politikası oyunlarına yöneltmiştir. Kıbrıslı Rumların üyeliğinde sorununun çözümünü şart olarak ileri sürmemiş olması, Kıbrıslı Türklerin eşitliğini sağlayıcı bir formül oluşturmaması, taraflar arasında objektifliğini koruyamaması, Rumların güç politikası karşısında sessiz kalması ve Türkiye’nin üyeliğinde Kıbrıs sorununu bir koşul haline dönüştürmüş olması, bu çerçevede AB’nin davranışlarına örnek olarak verilebilir. Ancak Kıbrıs sorununda yapıcı bir tutum takınmak, AB için yeni bir güç olmasını sağlayan özellikleriyle doğru yönde ilerlemesi bakımından önemlidir
