Öz

Bu çalışmanın yapılmasındaki asıl amaç, Sovyetler Birliği dağıldıktan sonra bağımsızlığını yeni kazanmış olan Cumhuriyetlerde idari yapının oluşturulmasına, aynı zamanda kamu personeli yönetim sisteminin yeniden yapılandırılmasına katkıda bulunmaktır. Ayrıca çalışmada Azerbaycan yönetim yapısında siyasal ve yönetsel sorunların giderilmesi için memurların hak ve yükümlülüklerinde, denetim sisteminde ne tür değişikliklerin yapılabileceği belirtilmiştir. Bu açıdan bakıldığında Azerbaycan Cumhuriyetinde sosyal ve kurumsal yapılanma sürecinin halen devam ettiği göz önüne alınırsa yapılan bu inceleme çok önem kazanır. Özellikle, eski Sovyet Cumhuriyetlerinde bu konu üzerine henüz derinlemesine bir incelemenin yapılmamış olması, yönetsel ve siyasal yozlaşmanın yüksek olması konunun güncelliğini daha da arttırmaktadır

Azerbaycan’da Yeniden Yapılanma Sürecinde

Öz

The primary purpose of this study is to contribute to the creating of an administrative structure and at the same time to the restructuring of the public personnel management system in those Republics that became independent after the collapse of the Soviet Union. This study also suggests what kind of changes can be made with respect to the rights and obligations and the inspection system of public officials to prevent the political and administrative irregularities that presently prevail in the administrative structure of Azerbaijan. From this standpoint, this investigation will gain much importance if it is considered that the social and institutional structuring in the Republic of Azerbaijan is still ongoing. In particular, the popularity of the matter will be much pronounced when we take into account that no in-depth analysis has been made in this regard in the former Soviet Republics where administrative and political corruption is high
