ARAP BAHARI SONRASI FIRAT DİCLE HAVZASI SU KONTEKSTİNDE YAŞANAN “HİDRO-KAOSU” ANLAMAK

Öz

Ortadoğu’daki en önemli su kaynaklarından biri olan Fırat Dicle havzası sularının kullanımı meselesi, hidropolitik alanında yapılmış olan birçok çalışmanın temel konusunu oluşturmuştur. Ancak bu çalışmaların büyük bölümü, 1960-2000 arası devletler arası çatışma ve/veya 2000’lerde gerçekleşen işbirliği süreçlerini incelemektedir. Buna karşın havza hidropolitiğinde son dönemde yaşanan değişimi analiz eden çalışma sayısı görece daha az sayıdadır. Bu çalışma, Waterscape (Su Konteksti) kavramından yola çıkarak 2010 sonrası Arap Baharı süreciyle birlikte Suriye ve Irak’ta gittikçe derinleşen siyasi krizler ve istikrarsızlıklar neticesinde Fırat Dicle havzası su kontekstindeki hidropolitik dinamiklerin dramatik bir biçimde değiştiğini ve bu değişimin havzayı bir “Hidro-kaosa” sürüklediğini savunmaktadır.
