The Political Economy of International Trade and the Transformation of Turkey’s Foreign Trade from 1980 to the Present

International trade has been recognized as a fundamental driver of global economic development, facilitating the expansion of national economies and shaping the integration of nations into the capitalist world system. This study examines the actual performance of Turkey’s export-led growth strategy in the post-1980 period by analyzing foreign trade quantity and price indices, as well as the terms of trade. The central argument of the study is that the increase in export volume cannot be considered, in itself, an indicator of development; rather, due to import dependency in production and the deterioration in relative prices, Turkey faces a structural disadvantage in international trade. The simultaneous rise in import and export quantity indices indicates that the expansion of production has occurred in a manner increasingly dependent on foreign inputs. Consequently, the growth in gross exports does not correspond to an equivalent increase in net value added. Moreover, the persistent decline in the terms of trade, particularly after 2010, demonstrates that Turkey has been compelled to export larger volumes in order to sustain the same level of imports, leading to an implicit loss of real income through foreign trade. The findings suggest that the export-led growth model has failed to generate a technology-intensive and high value-added structural transformation; instead, it has reinforced Turkey’s integration into global value chains at the lower end of the value-added spectrum. The study argues that the expansion of foreign trade has functioned as a mechanism reproducing structural dependency relations.

Uluslararası Ticaretin Ekonomi Politiği ve 1980’den Günümüze Türkiye Dış Ticaretinde Yaşanan Dönüşüm

Uluslararası ticaret, küresel ekonomik gelişmenin temel bir itici gücü olarak kabul edilmekte, ulusal ekonomilerin genişlemesini kolaylaştırmakta ve ülkelerin kapitalist dünya sistemine entegrasyonunu şekillendirmektedir. Bu çalışma, 1980 sonrası Türkiye ekonomisinde ihracata dayalı büyüme stratejisinin gerçek performansını dış ticaret miktar ve fiyat endeksleri ile ticaret hadleri üzerinden incelemektedir. Çalışmanın temel argümanı, ihracat hacmindeki artışın tek başına kalkınma göstergesi olmadığı; aksine, ithal girdi bağımlılığı ve fiyat yapısındaki bozulmalar nedeniyle Türkiye’nin uluslararası ticarette yapısal bir dezavantajla karşı karşıya olduğudur. İthalat ve ihracat miktar endekslerinin birlikte yükselmesi, üretim yapısının dış girdiye bağımlı biçimde genişlediğini göstermektedir. Bu durum, brüt ihracat artışının net katma değer artışı anlamına gelmediğini ortaya koymaktadır. Öte yandan, özellikle 2010 sonrası dönemde ticaret hadlerinde gözlenen kalıcı gerileme, Türkiye’nin aynı miktarda ithalat için daha fazla ihracat yapmak zorunda kaldığını ve dış ticaret yoluyla örtük bir reel gelir kaybı yaşandığını göstermektedir. Bulgular, ihracata dayalı büyüme modelinin teknoloji yoğun ve yüksek katma değerli bir dönüşüm yaratamadığını, aksine küresel tedarik zincirlerine düşük katma değerli eklemlenme biçimini pekiştirdiğini ortaya koymaktadır. Çalışmada, dış ticaret genişlemesinin yapısal bağımlılık ilişkilerini yeniden üreten bir dinamik taşıdığı ileri sürülmektedir.
