The "Made in EU" Origin Label Revisited: Theoretical Foundations, Legal Framework, and Sustainability Implications
Öz
In today’s global economy, where geopolitical competition is intensifying, significant changes are taking place in global supply chains, and sustainability goals are increasingly coming to the fore, country-of-origin labels play a significant role in the economic, legal, and behavioral dimensions of international production and trade relations. The “Made in EU” label has evolved beyond being merely an indication of origin; it has become an identity marker representing the EU’s economic model, industrial policy, and regulatory authority. The draft Industrial Acceleration Act published by the European Commission on March 4, 2026, states that industrial products manufactured in countries within the EU Customs Union may be considered of EU origin. If the draft becomes law in its current form, it will have extremely important and strategic implications for Türkiye. On the other hand, the “Made in EU” origin label is subject to numerous criteria and regulations. Therefore, examining what the “Made in EU” status entails, the conditions it requires, and the opportunities, costs, and risks it entails is of critical importance for Türkiye to prepare for this process. In this study, the “Made in EU” regulation has been examined both theoretically and within the current regulatory framework. The study’s findings indicate that the “Made in EU” label will evolve from a physical mark into a data-driven verification system in the near future. This label will document not only where products are manufactured but also the materials used, the carbon footprint, and the technical, ethical, and quality standards applied during production. However, the value of this label will depend not merely on the existence of these rules, but on their effective implementation, the fair distribution of compliance costs, and the realization of a genuine transformation in production across EU countries and Türkiye.

“Made in EU” Menşe Etiketinin Teorik Temelleri, Hukuki Çerçevesi ve Sürdürülebilirlik Boyutları Üzerine Bir İnceleme

Jeopolitik rekabetin yoğunlaştığı, küresel tedarik zincirlerinde önemli değişimlerin yaşandığı ve sürdürülebilirlik amaçlarının giderek ön plana çıktığı günümüz dünya ekonomisinde menşe etiketleri, uluslararası üretim ve ticaret ilişkilerinin ekonomik, hukuki ve davranışsal boyutlarında önemli roller üstlenmektedir. “Made in EU” etiketi de, salt menşe göstergesinden ibaret olmaktan çıkmış; AB’nin ekonomik modelini, sanayi politikasını ve düzenleyici gücünü temsil eden bir kimlik unsuruna dönüşmüştür. Avrupa Komisyonu'nun 4 Mart 2026 tarihinde yayımladığı Sanayi Hızlandırma Yasası Taslağı’nda, AB Gümrük Birliği kapsamındaki ülkelerde üretilen sanayi ürünlerinin AB menşeli sayılabileceği belirtilmiştir. Eğer taslak mevcut haliyle yasaya dönüşürse, Türkiye açısından son derece önemli ve stratejik sonuçlar doğuracaktır. Diğer taraftan Made in EU menşe etiketi birçok kritere ve düzenlemeye tabiidir. Dolayısıyla Made in EU statüsünün ne anlama geldiği, hangi koşulları gerektirdiği, ne tür fırsatları, maliyetleri ve riskleri taşıdığının incelenmesi, Türkiye’nin bu sürece hazırlanabilmesi açısından kritik önem taşımaktadır. Bu çalışmada Made in EU düzenlemesi hem teorik olarak hem de güncel düzenleyici çerçevesiyle incelenmiştir. Çalışmanın bulguları, Made in EU etiketinin, yakın gelecekte fiziksel bir işaretten, veri tabanlı bir doğrulama sistemine dönüşeceğine işaret etmektedir.
