Deniz Üstü Rüzgar Enerji Santrali Projelerinde Ülke Uygulamalarının İncelenmesi ve Türkiye İçin Öneriler

Öz

Bu çalışmada, dünyada deniz üstü rüzgâr enerji santrallerinin (RES) kurulumu bakımından önde gelen altı ülke olan Birleşik Krallık, Almanya, Hollanda, Belçika, Danimarka ve Çin’in uygulama ve tecrübeleri incelenmiştir. Deniz üstü RES projelerine ilişkin politika belgeleri, projelerin kurulumu esnasında yürütülen yasal prosedürler, proje geliştirme aşamasında hangi kurum ve kuruluşların görev aldığı ve bu ülkelerde uygulanan destekleme mekanizmaları açıklanmıştır. Seçilen ülkelerin uygulamaları düzenleme bakış açısıyla karşılaştırmalı biçimde incelenmiş ve iyi uygulama örneklerinin Türkiye’de uygulanabilirliği değerlendirilmiştir. Türkiye’de deniz üstü RES projelerine ilişkin mevcut durum ve yapılan çalışmalar değerlendirilerek Türkiye’de deniz üstü rüzgâr santrali kurulumu için önümüzdeki süreçte atılması gerekli adımlara ilişkin çeşitli önerilerde bulunulmuştur.

Investigation of Country Practices in Offshore Wind Power Plant Projects and Recommendations for Turkey

Öz

In this study, the practices and experiences of the United Kingdom, Germany, the Netherlands, Belgium, Denmark and China, which are the six leading countries in the world in terms of the installation of offshore wind power plants (WPPs), were examined. Policy documents regarding offshore WPP projects, the legal procedures carried out during the realization of the projects, the institutions and organizations taken part in the project development phase and the support mechanisms applied in these countries are explained. The practices of the selected countries were examined comparatively from the regulatory perspective and the applicability of best practices in Turkey was evaluated. Various suggestions have been made regarding the steps to be taken in the upcoming period for the establishment of an offshore WPP in Turkey based on an assessment of the current status and studies conducted so far regarding offshore WPP projects in Turkey.
