Avrupa Birliği’nde Fetret Devri ve Gelecek Senaryoları

Öz

This article constists of three parts. In first part, the article disucsses the liberal intergovernmentalist theory. In the second, the article examines the current situation in the European integration movement. In the third part, I evaluate future scenarios for the European Union. Variable Geometry Model is currently implemented in the EU, as generally known that this kind of integration model was started essentially in the Maastricht Treaty. While for some members, the European Union is a common market, for some others it is monetary union, and for some others a platform for dialog at military and intergovernmental level. The article argues that in terms of enlargement, membership of Western Balkan countries is very likely. In terms of deepening, new developments are expected to be in line with Variable Geometry Model. Under current circumstances, disintegration of the EU or transformation into a single state or a federation is not possible. Turkey is likely to choose to stay outside the EU like Norway, rather than being a member.

Avrupa Birliği’nde Fetret Devri ve Gelecek Senaryoları

Öz

Bu makale üç bölümden oluşmaktadır. Çalışmanın ilk bölümünde liberal hükümetlerarasıcılık teorisinin temel argümanları incelenmektedir. İkinci bölümde bütünleşme hareketinde fiili durumu tartışılmaktadır. Üçüncü bölümde ise AB için gelecek senaryoları değerlendirilmektedir. Maastricht Antlaşması’ndan beri AB giderek artan ölçüde Değişken Geometrili Avrupa modeline uyarlık taşımaktadır. AB, kimi ülkeler için ortak pazar, kimileri için parasal birlik, daha başkaları için askeri veya hükümetler arası düzlemde işbirliği platformudur. AB’deki bütünleşmenin seyrini temelde hükümetlerin tercihi belirlemektedir. Gelecek 20 yıl içerisinde genişleme bakımından Batı Balkan ülkelerinin AB’ye katılımı ihtimali yüksektir. Derinleşme bakımından ise Değişken Geometrili modele uyumlu gelişmelerin devam etmesi beklenmektedir. AB’nin dağılması veya tek devlete gitmesi, federasyon kurulması gibi ihtimaller mevcut koşullarda mümkün gözükmemektedir. Türkiye’nin gelecekte AB’ye katılma yerine Norveç gibi dışarıda kalmayı tercih etme ihtimali güçlüdür.
